Abstract(s)
As organizações não governamentais para o desenvolvimento (ONGD) têm
desempenhado um papel crescente na cooperação internacional, contribuindo para a
redefinição das relações entre os países do Norte e do Sul Global. Este estudo analisa a
influência dos fatores culturais na cooperação para o desenvolvimento, com base nas
perspetivas de autores como Felwine Sarr e Gayatri Spivak, que abordam criticamente
as dinâmicas de poder entre o Norte e o Sul Global. A principal temática em estudo é a
presença dos aspetos culturais no processo da cooperação para o desenvolvimento e o
modo como contribuem para a caracterização desse processo. É explorada a perspetiva
de trabalhador(e)as de organizações europeias em contexto internacional,
nomeadamente, a sua perceção e a relevância que atribuem a esses aspetos, a partir das
suas experiências em contextos de cooperação. A metodologia inclui entrevistas
semiestruturadas a pessoas vinculadas a ONGD - envolvidas em programas de
cooperação para o desenvolvimento, em países africanos - e a voluntárias envolvidas em
projetos semelhantes. Os resultados indicam uma crescente consciência da necessidade
de mudança no paradigma – historicamente baseado numa visão ocidental do progresso.
Ainda se observa uma tendência para identificar na cultura do Outro, os obstáculos na
relação que se estabelece. Além disso, nota-se pouca referência aos aspetos próprios da
cultura europeia presentes nas interações no terreno, em oposição à maior relevância
atribuída às especificidades culturais e sociais dos povos com quem se coopera.
Non-governmental development organizations (NGDOs) have increasingly influenced international cooperation, helping redefine relations between Global North and South countries. This study examines the role of cultural factors in development cooperation, drawing on the perspectives of scholars such as Felwine Sarr and Gayatri Spivak, who critically address the power dynamics between these regions. The primary focus is on how cultural aspects shape the development cooperation process. The study explores the views of European organization employees working in international contexts, particularly their perceptions and the importance they attribute to cultural elements based on their field experiences. The methodology consists of semi-structured interviews with individuals affiliated with NGDOs engaged in development programs in African countries, as well as volunteers involved in similar initiatives. Findings indicate an increasing recognition of the need to shift away from a historically Western-centric view of progress. However, a tendency remains to attribute obstacles in the cooperative relationship to the culture of the “Other.” Additionally, European cultural specifics are rarely acknowledged in interactions, in contrast to the emphasis placed on the cultural and social particularities of the communities with which they work.
