O investimento social é uma abordagem recente a problemas complexos, como a marginalização de um segmento da população, cujos governos cada vez menos conseguem responder dadas as preocupações prementes com a economia nacional. Desde 2011 o governo do Reino Unido está a aplicar um plano de longo prazo para desenvolver este mercado, em detrimento de outras políticas desenvolvimentistas. Afigura-se assim pertinente compreender o que é o investimento social e como está o governo do Reino Unido a aplicá-lo, para perceber como podem outros países seguir o exemplo deste governo. Contudo, apesar de estar já a ser aplicado, existem ainda aspectos importantes que exigem maior consolidação, podendo comprometer a sustentabilidade desta proposta. Esta dissertação aborda também aspectos teóricos e falhas de mercado que podem tornar- se impeditivos na prossecução da estratégia nacional do governo do Reino Unido.
Social Investment is a recent approach to complex problems, such as marginalization of a population segment. Recent issues with national economy have used up government resources to address other national concerns. The United Kingdom government has been developing the social investment market since 2011, with the opportunity cost of other development plans. Thus, it seems necessary to have a better understanding of what social investment is, and how the United Kingdom government is actually using it to face this problem, so we can draw on this experience to see how other countries can follow suit. In spite of being already in use, social investment still has some major issues that need to be addressed, which concern its sustainability. This paper also looks at theoretical aspects and market flaws that can become prohibitively big to the development of the social investment market.
