Os recursos haliêuticos vêm sendo consumidos há décadas desenfreadamente, por conta da sua sobre-exploração, excesso de captura e pesca INN. A atividade pesqueira marinha é considerada um dos principais responsáveis pelo esgotamento de diversos estoques pesqueiros e extinção de espécies. Houve uma evolução da indústria pesqueira, de forma a aumentar o esforço pesqueiro da frota, tanto nos países desenvolvidos quanto nos em desenvolvimento, de forma mais intensa nos primeiros. E, para contrapor os impactos negativos ao meio ambiente marinho, buscou-se criar diversas teorias econômicas e mecanismos de gestão sustentável, como forma de frear o problema do excesso de captura dos recursos haliêuticos. Diante disso, essa investigação pretende analisar quais os principais instrumentos utilizados a nível europeu, visto que tem uma política comum a todos seus Estados-membros no que se refere à pesca, e brasileiro, este considerado um país continental diante de sua dimensão territorial. Dentre os principais instrumentos utilizados, está o Sistema de Comando e Controle, o qual se compõe basicamente de normas, padrões e regulamentos, além do monitoramento e fiscalização da atividade pesqueira, o qual tem o papel de efetivar o cumprimento desse sistema. Entretanto, pelo fato dessa atividade estar em constante mutação, seja ela por motivos naturais ou econômicos, e, também, por possuir características distintas a depender de cada local ou região, faz-se necessária a complementação de outros mecanismos, os chamados mecanismos de mercado. Em vista disso, quando se fala na gestão sustentável da atividade pesqueira, deve-se analisar a realidade local ou regional, baseada nos conhecimentos científicos e tradicionais, de forma cooperativa, ou seja, onde haja a participação de todos os agentes envolvidos.
Fisheries resources have been unrestrainedly consumed for decades, due to their overexploitation, excess capture and IUU fishing. The marine fishing activity is considered one of the main responsible for the depletion of several fish stocks and the extinction of species. There was an evolution of the fishing industry, in order to increase the fishing effort of the fleet, both in developed and developing countries, more intensely in the former. And, to counteract the negative impacts on the marine environment, we sought to create several economic theories and sustainable management mechanisms, as a way to stop the problem of over-harvesting fisheries resources. Therefore, this investigation intends to analyze the main instruments used at the European level, since it has a common policy for all its Member States with regard to fishing, and Brazilian, which is considered a continental country in view of its territorial dimension. Among the main instruments used is the Command and Control System, which basically consists of norms, standards and regulations, in addition to monitoring and inspection of fishing activities, which has the role of enforcing this system. However, because this activity is constantly changing, whether for natural or economic reasons, and also because it has different characteristics depending on each location or region, it is necessary to complement other mechanisms, the so-called market mechanisms. . In view of this, when talking about the sustainable management of fishing activity, one must analyze the local or regional reality, based on scientific and traditional knowledge, in a cooperative way, that is, where there is the participation of all the agents involved.
