Integração de imigrantes no município de Cascais: o papel da construção participativa de um portal

| dc.description.abstract | O presente trabalho académico assume-se como um estudo que visa sustentar a construção de um portal na internet para apoio à integração de imigrantes, através da análise dos domínios em que estes cidadãos apresentam mais dificuldades na sua integração em Portugal, mais concretamente, no concelho de Cascais. Foram estabelecidos seis objetivos estratégicos: (1) compreender o impacto da imigração em Portugal e no concelho de Cascais; (2) analisar as políticas públicas implementadas com o objetivo de integrar os imigrantes em Portugal; (3) identificar as comunidades imigrantes presentes em Portugal e no concelho de Cascais; (4) discutir a importância da participação do cidadão na construção de políticas públicas; (5) identificar os problemas e necessidades dos imigrantes; e (6) compreender os recursos já existentes no terreno e a importância destes para os imigrantes presentes no concelho de Cascais. A metodologia empregada neste estudo incluiu tanto abordagens qualitativas como quantitativas. Foi realizada uma análise das políticas públicas de integração de imigrantes nos últimos 40 anos, avaliando a sua efetividade. Foi ainda realizada uma análise e compreensão dos dados do MIPEX, INE e SEFSTAT, assim como uma observação de contexto quanto ao número de imigrantes que chegam a Portugal e a Cascais. Além disso, foram realizadas entrevistas com imigrantes e agentes no terreno para compreender os problemas enfrentados na chegada e acolhimento em Cascais, bem como as necessidades não atendidas. Pela complexidade do tema, surgiu a necessidade de analisar dados quantitativos e construir uma metodologia qualitativa face aos objetivos definidos. Concluiu-se na investigação que os problemas mais frequentes sentidos pelos entrevistados estão relacionados com o processo de obtenção de documentação legal, o acesso ao mercado de trabalho, a saúde, a educação e a discriminação/racismo, fatores estes que acabam por dificultar todo o processo de integração destes imigrantes. | pt_PT |
| dc.description.abstract | This academic work is assumed as a study that aims to provide backing to the development of an internet portal to support the integration of immigrants through the analysis of the domains in which these citizens have more difficulties in their integration in Portugal, more specifically in the municipality of Cascais. It was defined six strategic objectives: (1) To understand the impact of immigration in Portugal and in the municipality of Cascais; (2) To analyze the public policies implemented with the aim of integrating immigrants in Portugal; (3) To identify immigrant communities present in Portugal and in the municipality of Cascais; (4) To discuss the importance of citizen participation in the construction of public policies; (5) To acknowledge the problems and needs of immigrants; (6) To recognize the existing resources available on the field and their importance for the immigrants present in the municipality of Cascais. The methodology used in this study included both qualitative and quantitative approaches. An analysis of the public policies for integrating immigrants in the last 40 years was performed, evaluating their effectiveness based on the understanding of the MIPEX and INE data, as well as an analysis of the number of immigrants who arrive to Portugal and Cascais. In addition, interviews were conducted with immigrants and agents on the field to understand the problems faced upon arrival and reception in Cascais, as well as the unmet needs. Due to the complexity of the topic, it was necessary to analyze quantitative data and elaborate a qualitative methodology in line with the defined objectives. The research concludes that the most felt problems by the interviewed are related to the process of acquisition of legal documentation, the access to the labor market, healthcare, education and discrimination/racism, which tend to difficult all the integration process of immigrants. | pt_PT |
