As regiões rurais têm demonstrado uma crescente e significativa perda de população. Este abandono foi provocado pelo desenvolvimento da indústria que levou à migração da população para o litoral. Com o abandono do espaço rural, também o setor agrícola sofreu graves alterações que enfraqueceram os pequenos negócios familiares.
Não é possível dissociar-se o espaço rural da paisagem natural que integra estas regiões. A Paisagem tem sofrido várias alterações decorrentes do abandono das regiões e consequente abandono da atividade agrícola. Pretende-se, deste modo, estabelecer uma relação entre Homem, Arquitetura e Paisagem.
É necessário implementar um novo conceito de ruralidade, denominado Segunda Ruralidade, baseado na multifuncionalidade do espaço e das atividades desenvolvidas.
É delineada uma estratégia que traz essa multifuncionalidade à freguesia de Ortiga, onde se verificam os problemas mencionados. O projeto desenvolve-se segundo a premissa de preservação e construção de paisagem e contacto com a natureza, permitido por uma intervenção cirúrgica às várias escalas, trazendo uma multifuncionalidade programática na integração do novo objeto arquitetónico na paisagem existente. Este responde às necessidades da população segundo a tradição e cultura locais, adaptando-se à contemporaneidade num programa que responde a questões sociais, culturais, económicas e ambientais e que integra espaços de estar e de convívio, espaços polivalentes, espaço expositivo, anfiteatro, escritórios, espaços de comércio e restauração.
Rural regions have shown an increasing and significant population loss. This abandonment was caused by the development of the industry that led to the migration of the population to the coast. With the abandonment of rural areas, the agricultural sector also underwent serious changes that weakened small family businesses. It is not possible to dissociate the rural space from the natural landscape that integrates these regions. The landscape has undergone several changes resulting from the abandonment of regions and the consequent abandonment of agricultural activity. It is intended, in this way, to establish a relationship between Man, Architecture and Landscape. It is, therefore, necessary to implement a new concept of rurality, called Second Rurality, based on the multifunctionality of the space and the activities carried out. A strategy is outlined that brings this multifunctionality to the parish of Ortiga, where the problems mentioned are verified. The project is developed according to the premise of preservation and construction of landscape and contact with nature, allowed by a surgical intervention at various scales, bringing a programmatic multifunctionality in the integration of the new architectural object in the existing landscape. This responds to the needs of the population according to local tradition and culture, adapting to the contemporary in a program that responds to social, cultural, economic and environmental issues and that includes living and social spaces, multipurpose spaces, exhibition space, amphitheater, offices, retail and restaurant spaces.
