RESUMO
Esta dissertação procurou desenvolver uma análise da Geo-estratégia do Afeganistão em
articulação com as operações de Segurança e Estabilização em curso na região.
Na pergunta de partida, procuraram-se respostas para a seguinte questão: “Sendo o
Afeganistão um dos países mais pobres do mundo, em que medida a sua posição geoestratégica
e as condições socio-económicas e culturais condicionam a segurança e a paz
mundiais?”
Das várias hipóteses formuladas, confirmou-se que o Afeganistão se tem apresentado
como um Estado falhado, dominado por convulsões de origem interna/externa, não
cumprindo as funções básicas associadas à sua existência.
Não foi possível confirmar com segurança, se o Afeganistão continua a ser uma ameaça à
segurança e paz mundiais, e se essa, é a razão pela qual a Sociedade Internacional
continua a investir em operações de “Peace-enforcement” e “Peace-building”.
Mas consideramos ter sido possível confirmar que a intervenção no Afeganistão, para
além das operações de “Peace-enforcement” e “Peace-building”, é também uma via para
potenciar interesses geo-estratégicos de natureza económica (sobretudo se a pacificação
vier a ser um êxito).
Finalmente, confirmou-se, que Portugal está empenhado em manter um papel activo
junto das organizações internacionais se atendermos às missões em que está envolvido e
ao número de efectivos além-fronteiras.
ABSTRACT This dissertation attempted to develop an analysis on the Geo-strategy in Afghanistan as well as the institutionalization of security and stability operations initiated by the International Society and the consequent impact on this country's international relations. In the preparation of this dissertation several hypotheses were formulated: The situation of Afghanistan in the last decades was analyzed and this country reveals itself has being failed nation dominated by numerous social convulsions. It is not possible to confirm with a reasonable degree of safety whether or not Afghanistan is still a real threat to world security and peace. That is why the International Society is still investing in the stability and viability of this country through operations of "Peace-enforcement" and "Peace-building". Furthermore, it is confirmed that this intervention in Afghanistan is also a way of increasing geo-strategic interests related to the economical system. It was confirmed that Portugal, despite its small size and geo-strategy capacity, is keen to have a very active role in international organizations.
