A presente dissertação elaborada no contexto do mestrado em Estratégia visa
analisar a segurança energética da Rússia e compreender se a utilização de recursos
energéticos por Moscovo tem resultado na fragilização de sua segurança energética (de
procura), destacando a crise da Ucrânia de 2013 como o ponto catalisador.
Deste modo, recorrendo ao uso de métodos qualitativo e indutivo, iniciamos a
investigação pela introdução do tema e sua relação com a Estratégia.
De seguida abordamos a segurança energética, elaborando sobre o conceito e
introduzindo os termos de segurança da oferta e da procura. Introduz-se também a
problematização do caso russo, procurando compreender a relação entre os recursos
energéticos russos, a sua utilização como arma política e a sua relação com a Estratégia
nacional russa. Por fim, procura-se averiguar o impacto da crise da Ucrânia de 2013 para
a segurança energética da Rússia e as suas repercussões.
No quadro de uma conjuntura internacional desfavorável e à luz da investigação
elaborada, concluímos que a Rússia viu a sua segurança energética fragilizada logo após
os acontecimentos da crise da Ucrânia de 2013. Em face das sanções do Ocidente e com
o objetivo de preservar o seu poder na ordem mundial e desafiar a supremacia americana,
as medidas tomadas por Moscovo foram a aposta na reaproximação à China e a tentativa
de segurar a influência sobre o mercado energético europeu através de parcerias com a
Turquia e a Alemanha.
The present dissertation elaborated in the context of the Master's Degree in Strategy aims to analyze the energy security of Russia and understand if the use of energy resources by Moscow has resulted in the weakening of its energy security (of demand), highlighting the crisis of Ukraine in 2013 as the point catalyst. In this way, using qualitative and inductive methods, we started the investigation by introducing the theme and its relationship with the Strategy. Then we address energy security, elaborating on the concept and introducing the terms of security of supply and demand. The questioning of the Russian case is also introduced, seeking to understand the relationship between Russian energy resources, its use as a political weapon and its relationship with the Russian National Strategy. Finally, it seeks to ascertain the impact of the 2013 Ukraine crisis on Russia's energy security and its repercussions. In the context of an unfavorable international situation and in the light of the elaborated research, we conclude that Russia saw its energy security weakened shortly after the events of the Ukrainian crisis of 2013. In the face of sanctions from the West and in order to preserve its power in the world order and to challenge American supremacy, the measures taken by Moscow were the bet on the rapprochement with China and the attempt to maintain the influence on the European energy market through partnerships with Turkey and Germany.
