O presente documento aborda o tema de como o património edificado pode ser adaptado a um novo uso, particularmente ao habitar. Aliado a este tema, surge um programa, existente em Portugal, que define o tipo de habitação, denominado de “Housing First”. O programa vê a habitação como um elemento fulcral na reintrodução e reabilitação de pessoas sem abrigo, fornecendo-lhes uma habitação e emprego, surgindo assim o título deste trabalho, “[RE]Housing First”.
A tese tem por isso, como objetivo, o de compreender como introduzir uma componente habitacional, de auxílio a pessoas sem-abrigo, em património construído, classificado e não classificado, sem nunca denegrir a sua identidade histórica.
Assim, é realizado inicialmente um estudo sobre conceitos importantes para a formulação de uma proposta arquitetónica responsável, como: memória em arquitetura; património construído, classificado e não classificado; ruína patrimonial; Cohousing, Housing first e reuso adaptativo. Os casos de estudo servem como exemplos de aplicação dos conceitos estudados numa vertente de projeto, servindo assim ponto de partida para o desenvolvimento da proposta de projeto. Os tipos de materiais, organização das habitações, e a forma adapta o património construído a um novo uso são tomados na análise dos casos de estudo.
Complementarmente, a Quinta do Senhor da Serra é o objeto eleito para o estudo e aplicação de um projeto que vá de acordo com o tema estabelecido. Espaço composto por património classificado e não classificado, edificado, em ruína e em bom estado de conservação, a Quinta faz parte de um conjunto de património construído cujas funções estão em constante evolução/mudança.
Sem ignorar o objeto de estudo, é também realizada uma pesquisa sobre a génese das Quintas de Recreio e o seu valor patrimonial atualmente.
Deste modo, o trabalho tem como finalidade demonstrar uma proposta de introdução de um tipo de habitar, de auxílio a pessoas sem abrigo, dentro de um contexto de património construído que respeite as linhas de identidade histórica, servindo-se do estudo de conceitos pertinentes e casos de estudo como base teórica para o desenvolvimento da mesma.
The present document addresses the theme of how built heritage can be adapted to a new use, particularly for housing purposes. Alongside this topic, a program called "Housing First" is introduced, which defines a specific type of housing for individuals experiencing homelessness. The program views housing as a crucial element in reintegrating and rehabilitating homeless individuals by providing them with housing and employment opportunities. Hence, the title of this work is "[RE]Housing First." For that reason, the objective of this thesis is to understand how to introduce a housing component, aimed at assisting homeless individuals, into classified and unclassified built heritage without compromising its historical identity. A study is conducted on important concepts for formulating a responsible architectural proposal, such as: the memory in architecture, differences between classified and unclassified built heritage, heritage ruins, cohousing, Housing First, and adaptive reuse. The selected case studies serve as a starting point for the development of the project proposal. They exemplify the types of materials and housing organization within built heritage. Key concepts for the work's development are summarized at the end of the analyses. Furthermore, Quinta do Senhor da Serra is chosen as the object of study and application for a project aligned with the established theme. The space consists of both classified and unclassified built heritage and structures ranging from ruins to well-preserved buildings. This place is part of a collection of built heritage where functions are constantly evolving and changing. Additionally, research is conducted on the origins of recreational estates (Quintas de Recreio) and their current heritage value. Finally, the purpose of this work is to demonstrate a proposal for introducing a type of housing aimed at assisting homeless individuals within a context of built heritage, while respecting the lines of its historical identity, while relying on relevant concepts and case studies as a theoretical basis for its development.
