Política agrícola comum: avaliação de impacto do apoio à instalação de jovens agricultores em Portugal

Numa altura que a agricultura europeia se depara com uma série de desafios cada
vez mais complexos aos quais é exigida uma resposta, sejam eles de ordem económica,
ambiental ou social, esta dissertação procura estudar a Política Agrícola Comum (PAC) e
como esta é e será avaliada. O objetivo desta dissertação é, em primeiro lugar, perceber a
importância da PAC desde a sua origem, os seus objetivos e as reformas que têm sido
feitas desde o seu início aos dias de hoje. Em segundo lugar, pretende-se mostrar a
mudança de paradigma que a Comissão Europeia quer implementar no campo da
avaliação, com a alteração do foco da avaliação a passar das realizações para os resultados
e impactos das políticas públicas. Para atingir tal objetivo, estudou-se a forma como foi
feita a avaliação à Prioridade 2 B, com base nos Relatórios de Avaliação ao PDR 2020 de
2017 e 2019, em contraste com um ensaio de uma avaliação de impacto realizado a partir
de uma boa prática de avaliação de uma região italiana revelada por um Relatório do
Tribunal de Contas Europeu. O ensaio desenvolvido nesta dissertação terminou com a
elaboração de constatações sobre as mais-valias deste tipo de avaliação, elencando
também os desafios que ela suscita, permitindo por fim, destacar as diferenças entre os
dois paradigmas da avaliação no âmbito da PAC. Foram também emitidas recomendações
com vista aos próximos momentos de avaliação. Como resultados do ensaio de avaliação,
encontraram-se evidências que revelam um aumento da viabilidade das explorações
sujeitas a apoio à instalação de Jovem Agricultor no âmbito da Prioridade 2 B.
At a time when European agriculture is facing an increasingly complex set of challenges, be they economic, environmental, or social in nature, this dissertation seeks to study the Common Agricultural Policy (CAP) and how it is and will be evaluated. The aim of this dissertation is, first and foremost, to understand the importance of the CAP since its inception, its objectives, and the reforms that have been implemented from its inception to the present day. Secondly, the intention is to demonstrate the paradigm shift that the European Commission aims to implement in the field of evaluation, shifting the focus of assessment from achievements to the results and impacts of public policies. To achieve this goal, we examined how the evaluation of Priority 2 B was conducted based on the Evaluation Reports for the 2020 Rural Development Program (PDR) from 2017 and 2019, in contrast with an impact assessment essay based on a good evaluation practice from an Italian region revealed by a report from the European Court of Auditors. The essay developed in this dissertation concluded with findings about the benefits of this type of evaluation, also outlining the challenges it poses, ultimately highlighting the differences between the two evaluation paradigms within the scope of the CAP. Recommendations were also issued for the upcoming evaluation processes. As a result of the evaluation essay, evidence was found that indicates an increase in the viability of farms receiving support for Young Farmer installation under Priority 2 B.
