Quais são as implicações das alterações das condições de acesso dos beneficiários do Rendimento Social de Inserção, no período 2006-2012?
A presente dissertação apresenta o estudo de uma medida, criada para fazer face à pobreza extrema existente em Portugal, o RSI, e discute as principais implicações das alterações introduzidas ao longo de seis anos. Os estudos desenvolvidos revelam que este instrumento de política pública, foi sempre alvo de controvérsia, embora tenha sido uma medida amplamente estudada. Esta investigação foi desenvolvida através de métodos qualitativos, Grupos Focais (n=12), com equipas das instituições locais que intervieram na medida e uma entrevista semiestruturada a interlocutor do sistema de segurança social sobre a operacionalidade da mesma. Foram ainda utilizados dados secundários, estatísticas oficiais da Segurança Social e do Instituto de Informática do Ministério do Trabalho, da Solidariedade e Segurança Social, bem como uma análise longitudinal da legislação sobre o RSI.
Os resultados revelam a existência de diplomas diferentes (2006, 2010 e 2012) sempre que se verificaram alterações governativas com consequências nos critérios para aceder ao RSI, resultando numa diminuição significativa não só no universo de beneficiários abrangidos ao longo do período, como nos mecanismos de operacionalidade da medida em si, nos valores da prestação pecuniária e no desenvolvimento dos programas de inserção, exigindo uma revisão/inversão do percurso efetuado nos últimos anos.
What are the consequences in the beneficiary access conditions to Social Integration Income (SII) in the period 2006 to 2012? The current master’s thesis presents the study of a measure built to fight the extreme poverty in Portugal, the SII, and analyses the main consequences of the changes introduced along a period of six years. The studies developed show that this public policies measure, was always subject to controversy, although it was widely studied. This investigation was developed using qualitative methods, focus group (n=12), with teams from local institutions which intervened in the measure and an interview to a social security spokeswoman about the operationility of the measure. It was also used secondary data, official statistical data from Social Security Institute and from the Informatics Institute (his organizations belongs to the Solidarity, Social Security and Labour Ministry), as well as a longitudinal analysis of the legislation concerning the Social Integration Income. The results show the existence of different law versions (2006, 2010 and 2012), each time there were changes in the government, with consequences in the access conditions to SII, resulting in a significative decrease of the beneficiary universe along the period, as well as in the operational mechanisms of the measure, in the value of the monthly payment, and in the development of inclusion programs, demanding a revision/inversion of the path executed in the last years.
