O presente trabalho de projecto, desenvolvido no âmbito do Mestrado em Ciências da
Educação, área de especialização em Formação de adultos, centra-se na questão da formação e
qualificação de adultos pouco escolarizados, com particular incidência na população de bombeiros.
Neste trabalho, pretende-se, através de um diagnóstico da situação, conhecer a realidade da
instituição em estudo, no que se refere ao funcionamento e organização das valências existentes,
visando a elaboração de um plano de acção que permita reforçar e complementar a intervenção da
instituição na formação e qualificação de bombeiros.
Procede-se a uma análise conceptual no campo da Educação e Formação de Adultos,
enfatizando algumas correntes que emergiram e que permitem compreender e enquadrar a
importância das práticas formativas actuais, em particular, o processo de reconhecimento de
adquiridos experienciais e a formação profissional contínua. Reflecte-se ainda sobre um conjunto de
elementos teóricos associados ao domínio da formação e a sua relação com o mundo do trabalho,
salientando-se, em particular as noções de qualificação e competência.
Com vista à elaboração do diagnóstico de situação, foram utilizadas diversas técnicas de
recolhas de dados, que permitiram, após a sua análise, a definição de um conjunto de fragilidades,
essenciais para delinear estratégias de actuação. De referir que foram, desde logo, delineadas
actividades para ultrapassar problemas identificados, e neste sentido a preparação e
implementação do projecto não se circunscreveram apenas a uma fase final do trabalho.
O plano de acção proposto encontra a sua fundamentação, quer nos problemas
identificados, quer nos elementos conceptuais subjacentes a este projecto. As estratégias remetem
para a alteração de metodologias e instrumentos adoptados nos processos de reconhecimento de
competências; a recolha de informação relativa às habilitações escolares de bombeiros e
formadores externos; a divulgação do projecto junto das corporações de bombeiros e na promoção
de novas formas de conceber a formação.
This research project, developed under the Master of Educational Sciences, with specialization in Adult Education, focuses on the question of the formation and qualification of adults with little education, with particular focus on the population of firefighters. In this work, we intend, through a diagnosis of the situation, know the reality of the institution in study, regarding the organization and work of existing valences, devising an action plan that reinforces and acts complementary with the intervention of the institution in the formation and qualification of firefighters. A conceptual analysis in Adult Education and Training areas is made, highlighting some currents that have emerged on this theme which allows to understand and perspective the importance of current training practices, in particular, the process of recognition of acquired experience and continuous vocational training. A set of theoretical elements associated with training and its relationship to work is also approached with a particular stress on the concepts of qualification and competence. Several data gathering techniques were used to model a situation diagnosis, which allowed the determination of action strategies, after an essential set of weaknesses identification during its analysis. Note that were first, outlined activities to overcome identified problems, and in this sense, the preparation and implementation of the project are not limited only to a final phase of work. The proposed action plan finds its justification, whether the problems identified, either in conceptual elements behind this project. Strategies refer to the changing procedures and instruments used in the process of recognition of competences; gathering information on the educational attainment of firefighters and external trainers; disclosure of the project with the fire brigades and promoting new ways of conceiving formation.
