Este trabalho tem como tema central o estudo da participação do Brasil na Organização Mundial do Comércio. O objetivo geral da dissertação é analisar essa atuação sob o ponto de vista das esferas econômica, política e jurídica. A problemática de pesquisa proposta foi examinar como desenvolveu-se e ainda desenvolve-se a atuação brasileira nessas três áreas, com todas as peculiaridades e premissas envolvidas em cada caso. Em um período em que as relações comerciais estão cada vez mais interligadas, que os Estados estão mais interdependentes e que a produção de mercadorias passou a ser feita de forma fragmentada, os países em desenvolvimento ainda buscam ter melhores condições de comércio com uma maior abertura de mercado das grandes potências, por isso, esse estudo mostra-se muito relevante sob inúmeros aspectos. Primeiramente, pois é inovador ao copilar em uma única obra questões econômicas, políticas e jurídicas da atuação brasileira no comércio exterior e, especialmente, na entidade central de todo o sistema multilateral. Além disso, ao examinar as principais lideranças dos membros em desenvolvimento da organização, faz-se necessário citar o Brasil, ainda mais quando estuda-se o Sistema de Resolução de Litígios da OMC. Percebeu-se com a pesquisa desenvolvida, que esse membro é um frequente usuário do sistema, na luta para que, por meios jurisdicionais, consiga uma maior inserção no comércio internacional. Desse modo, será visto que o Brasil baseia sua participação política, como sendo a liderança dos países emergentes, especialmente no que toca as commodities agrárias. No aspecto litigioso, há uma expressiva participação vitoriosa em suas demandas, alçando assim, mais alguns avanços no mercado mundial, já que o percentual e os valores da participação econômica são muito baixos para o potencial que o país tem. O tipo de pesquisa adotado é o descrito, com uso do método dedutivo, através das técnicas bibliográfica e documental.
The present work aims at the study of the participation of Brazil in the World Trade Organization. The general objective of the research is to analyze this performance from the point of view of the economic, political and legal spheres. The proposed research problem was to examine how Brazilian performance was developed, and still develops in these three areas, with all the peculiarities and premises displayed in each case. At a time in which trade relations are becoming increasingly connected states are more interdependent and the production of goods have become fragmented, developing countries are still seeking for better trade conditions with the market opening of the richest countries, therefore, this study is very relevant in several aspects. First of all, it is innovative because it complies in a single essay, economic, politics and legal issues of Brazilian activity in foreign trade and, especially, in the central entity of the whole multilateral system. In addition, when examining the main leadership of the developing members of the organization, it is necessary to analyze Brazil, especially when studying the WTO Dispute Settlement System. From the developed research, it was concluded that this member is a frequent user of the system, in the struggle to achieve, by jurisdictional means, greater insertion in the international trade. So, it will be shown that, Brazil, bases its political participation, as being the leader of emerging countries, especially when it comes to agricultural commodities. In the litigious aspect, there is a significant victorious participation in its demands, thus raising any further advance in the world market, as the percentage and the values of economic participation are too low for the potential of the country. The type of research is descriptive, using the deductive method, through the bibliographic and documentary techniques.
