Abstract(s)
A presente dissertação analisa o percurso dos sistemas biblioteconómicos das Autoridades de Supervisão Financeira em Portugal, no sentido da criação de uma rede colaborativa, num contexto marcado pela inexistência de estruturas formais de cooperação neste domínio.
Fundamentando-se na teoria da sociedade em rede de Castells (2002) e nos princípios de flexibilidade e adaptabilidade, o estudo examina como as redes podem otimizar a gestão e a partilha do conhecimento e potenciar a inovação e a eficiência operacional dos sistemas na gestão da informação. A investigação teórica apoia-se nos seis requisitos para redes eficazes apresentados por Silva (2015), complementados pela hipótese de três novos requisitos —inteligência cultural, inovação e avaliação, como resposta às necessidades da supervisão financeira contemporânea.
No plano metodológico, adotou-se uma lógica analítica “em espelho”, que relaciona os pressupostos teóricos com as evidências empíricas, organizadas em torno de três dimensões principais: requisitos, oportunidades e desafios. Foram aplicados questionários e desenvolvida uma análise sistémica estruturada com base em fichas de recolha de dados empíricos, obtidos na investigação documental e junto das bibliotecas especializadas. Esta abordagem permitiu cruzar dados qualitativos e quantitativos e a triangulação com a literatura especializada, para aprofundar o estudo dos três casos nacionais: Autoridade de Supervisão de Seguros e Fundos de Pensões, Banco de Portugal e Comissão do Mercado de Valores Mobiliários.
Os resultados identificam um alinhamento estrutural mínimo entre os sistemas, condição necessária para viabilidade da Rede de Bibliotecas de Supervisão Financeira (RBSF), e apontam para propostas e orientações estratégicas que fortalecem o papel destas estruturas na gestão e partilha de conhecimento. Apesar das limitações decorrentes da ausência de estudos internacionais análogos e da restrição do universo a três instituições, a investigação oferece contributos teóricos, metodológicos e práticos relevantes. Conclui-se que, apesar das assimetrias existentes, a criação da RBSF não só é viável, mas também estratégica, como forma de consolidar o papel destas bibliotecas como agentes centrais no contexto de sociedade da informação.
This dissertation analyzes the path taken by the library systems of the Financial Supervisory Authorities in Portugal towards the creation of a collaborative network, in a context marked by the lack of formal cooperation structures in this area. Based on Castells' network society theory (2002) and the principles of flexibility and adaptability, the study examines how networks can optimize the management and sharing of knowledge and boost the innovation and operational efficiency of information management systems. The theoretical research is based on the six requirements for effective networks presented by Silva (2015), complemented by the hypothesis of three new requirements - cultural intelligence, innovation and evaluation - as a response to the needs of contemporary financial supervision. In terms of methodology, a “mirror” analytical logic was adopted, which links theoretical assumptions with empirical evidence, organized around three main dimensions: requirements, opportunities and challenges. Questionnaires were administered and a structured systemic analysis was developed based on empirical data collection forms obtained from documentary research and specialized libraries. This approach made it possible to cross-reference qualitative and quantitative data and triangulate with specialized literature in order to deepen the study of the three national cases: Autoridade de Supervisão de Seguros e Fundos de Pensões, Banco de Portugal and Comissão do Mercado de Valores Mobiliários. The results reveal a minimum structural alignment between the systems, a necessary condition for the viability of the Financial Supervision Libraries Network (RBSF) and point to proposals and strategic guidelines to strengthen the role of these structures in knowledge management and sharing. Despite the limitations arising from the lack of similar international studies and the restriction of the universe to three institutions, the research offers relevant theoretical, methodological and practical contributions. It concludes that, despite the existing asymmetries, the creation of the RBSF is not only feasible, but also strategic, as a way of consolidating the role of these libraries as central agents in the context of the information society.
