O presente trabalho expõe os fundamentos dos sistemas de segurança social e descreve as
principais características destes sistemas em diversas regiões do mundo - tanto em países
desenvolvidos como em vias de desenvolvimento — e analisa as condições da sua
sustentabilidade financeira.
Mediante a evolução de fenómenos essencialmente demográficos, económicos e sociais os
actuais sistemas de segurança social têm sido sujeitos a um conjunto de questões que colocam
em causa a sua sustentabilidade financeira no futuro próximo. Para o caso específico de
Portugal, para além de se especificar as suas principais características, estudou-se a
viabilidade financeira do seu sistema de segurança social, através da aplicação a Portugal do
modelo desenvolvido por Hagemann e Nicoletti, de 1989.
Após a discriminação das necessidades de se proceder à reforma dos sistemas de segurança
social, são apresentadas várias soluções para os países desenvolvidos, em vias de
desenvolvimento e especificamente para Portugal, sendo neste último de salientar a particular
importância que deve ser atribuída ao Fundo de Estabilização Financeiro (Trust Fund), a
exemplo do que acontece nos EUA.
The present work specifies the fundamentais of social security systems and describes the main characteristics of these systems in several countries - comprising both developed economies and developing ones - and analyses the conditions for its financial sustainability. Given the observed demographic, economic and social developments the existing social security systems have been faced with several feature that jeopardise their financial sustainability in the near future. As far as the Portuguese is concemed, after specifying its main characteristics, the financial viability of its social security system was analysed, through the application of the model in Hagemann and Nicoletti 1989. After listing the needs for carrying out the reform to the social security systems some solutions for the developed, developing countries, but especially for Portugal, are suggested; in the latter case stress is laid on the Trust Fund (Fundo de Estabilização Financeiro) and its future relevance in ensuring the sustainability of the Portuguese social security system, following to the case ofthe USA.
