O presente relatório surge a partir da execução de um estágio curricular em 2021 inserido
no Mestrado de Política Social e realizado no Núcleo de Planeamento e Intervenção Sem
Abrigo Lisboa pertencente à Câmara Municipal de Lisboa no âmbito da Estratégia
Nacional para a Integração das Pessoas em Situação de Sem-Abrigo. O objetivo principal
do mesmo foi o de conhecer a intervenção realizada pelo núcleo durante o período
estipulado para o estágio.
O relatório resulta de uma apresentação e descrição das atividades desenvolvidas pela
investigadora, que assumiu uma posição de observação ativa, ao longo de quatro meses.
Foca-se especificamente no campo da saúde da população em situação de sem abrigo,
através da apresentação e interpretação do Diagnóstico de Saúde de Pessoas em Situação
de Sem-Abrigo 2019, realizado em Lisboa por um grupo de trabalho criado pelo Núcleo
de Planeamento e Intervenção no mesmo ano e para esse fim. O foco neste Diagnóstico
toma uma posição notória no documento porque a interpretação e redação dos dados
recolhidos foi a principal atividade realizada durante o decorrer do estágio.
O documento conta ainda com a apresentação da problemática assim como o
enquadramento de políticas sociais e de saúde que se correlacionam com ela. É
apresentada também uma análise comparativa entre a saúde das pessoas em situação de
sem abrigo (dados obtidos através do relatório) e a saúde da população geral, em Portugal.
A operacionalização do estágio desde o seu início à sua conclusão, através deste relatório,
assume um papel importante no percurso académico e pessoal da investigadora, por tornar
comum o caminho entre o conhecimento teórico e o conhecimento prático de intervenção
com a população em situação de sem-abrigo na cidade de Lisboa.
This report arises from the execution of a curricular internship in 2021 as part of the Master's Degree in Social Policy and carried out at the Lisbon Homeless Planning and Intervention Center belonging to the Lisbon City Council within the scope of the National Strategy for the Integration of Homeless People. Its main aim was to find out about the intervention carried out by the center during the period stipulated for the internship. The report is the result of a presentation and description of the activities carried out by the researcher, who assumed a position of active observation over the course of four months. It focuses specifically on the health of the homeless population, through the presentation and interpretation of the Health Diagnosis of Homeless People 2019, carried out in Lisbon by a working group created by the Planning and Intervention Center in the same year and for this purpose. The focus on this Diagnosis takes a prominent position in the document because interpreting and reporting on the data collected was the main activity carried out during the course of the internship. The document also presents the problem as well as the framework of social and health policies that correlate with it. It also presents a comparative analysis between the health of homeless people (data obtained through the report) and the health of the general population in Portugal. The operationalization of the internship from its beginning to its conclusion, through this report, plays an important role in the researcher's academic and personal career, by making the path between theoretical knowledge and practical knowledge of intervention with the homeless population in the city of Lisbon shared.
