Definindo cultura estratégica de uma comunidade politicamente organizada como o conjunto de ideias e debates profundamente enraizados na comunidade sobre o que devem ser a sua grande estratégia e a sua política externa e de segurança, esta tese argumenta que tais ideias são construídas normalmente num contexto geográfico particular ao longo do processo histórico de constituição e permanente evolução do centro de poder político estrategicamente autónomo que representa essa comunidade, postulando que assim deverá acontecer também com a União Europeia (UE).
Não sendo possível prever o momento preciso em que a UE se constituirá como uma sede de poder político-estratégico, nem sequer se isso virá a acontecer, nesta tese discutem-se três grandes conjuntos interligados de obstáculos que terão de ser ultrapassados para que essa realidade ocorra – a falta de limites claros para o alargamento da UE, a grande diversidade de projetos nacionais no interior da UE e a exposição do processo da integração europeia aos efeitos das estratégias das grandes potências. Não se defende que estes sejam os únicos nem necessariamente os mais importantes obstáculos, nem que a sua importância absoluta e relativa permanece estática. Mas a discussão sobre como poderão vir a ser ultrapassados decerto sugere o que poderão ser alguns elementos caracterizadores da cultura estratégica da UE.
Defining strategic culture of a politically organized community as the set of ideas and debates deeply rooted in that community about what its grand strategy and foreign and security policy should be, the study argues that such ideas are historically constructed in a particular geographical context along with the process of constitution and subsequent evolution of the strategically autonomous political power centre that represents that community; therefore it postulates that the same must happen with the European Union (EU). Being impossible to anticipate the precise moment when the EU will become a political and strategical actor, nor even if such an outcome will happen at all, in this thesis we discuss three big interconnected sets of obstacles that must be overcome for that reality to materialise – the lack of clear limits for the enlargement, the great diversity of national projects within the EU, and the exposure of the integration process to the effects of the great powers’ foreign and security strategies. We don’t argue that these are the sole obstacles, necessarily the most important, or that their absolute and relative importance to others remains static for ever. But discussing the ways how they eventually will be overcome certainly suggests what can be some features of a future strategic culture of the EU.
