Fuga de músculos e cooperação entre organizações desportivas de países lusófonos à entrada do século XXI : o caso do atletismo de alta competição em Portugal

Neste trabalho identificamos as principais abordagens teóricas das migrações internacionais e aprofundamos o tema das migrações qualificadas, entre as quais as migrações dos desportistas, a designada fuga de músculos. Neste seguimento descrevemos o atletismo de alta competição em Portugal no século XXI; o contributo dos atletas com origem na imigração, ao nível de participação em competições internacionais e fixação de recordes nacionais; e realizamos uma classificação desses atletas segundo os principais tipos (segunda geração, geração 1,5 e fuga de músculos). São também analisadas as determinantes do fenómeno migratório dos atletas. Estas determinantes têm um cariz macro-sociológico, devido à existência do sistema migratório lusófono; e micro-sociológico, dadas as múltiplas determinantes pessoais, sociais e económicas envolvidas. Em adição, são identificadas as áreas de cooperação entre as organizações desportivas dos países lusófonos ligadas ao atletismo e a contribuição dos atletas para o desenvolvimento da modalidade nos países de origem. Terminamos com a recomendação da adopção de uma taxa de direito de compensação por valor desportivo, de forma a compensar a perda de capital humano dos países menos desenvolvidos.
In this paper we identify the main theoretical approaches to international migration and deepen the theme of skilled migration within which the migration of sportsmen, so called muscle drain. Following this we describe the high-level athletics in Portugal in the XXI century; the contribution of athletes resulting from immigration, both by the level of participation in international competitions and by setting national records; we also categorize these athletes according to their type (second generation, generation 1.5 and muscle drain). Based on the identified theories, we also analyzed the determinants of athlete?s migration. These determinants have both macro-sociological nature, with the existence of lusophone migration system, and micro-sociological determinants with multiple personal, social and economic. In addition, we identify areas of cooperation between sports organizations of lusophone countries linked to athletics and also athlete?s contribution to the development of the sport in their countries of origin. We finalize by suggesting the adoption of a compensation for sporting value tax, to reimburse the loss of human capital of less developed countries.
