Abstract(s)
A transparĂȘncia assenta na disponibilização de informação sobre a gestĂŁo, sendo imprescindĂvel a uma boa governação pĂșblica. Dada a divulgação do Ăndice de TransparĂȘncia Municipal (ITM) relativo aos anos de 2013 a 2017, a presente investigação tem como objetivo estudar as determinantes que influenciam este Ăndice, naquele perĂodo. Para a realização do estudo utilizaram-se dados dos 308 municĂpios portugueses, sendo o valor do ITM a variĂĄvel que se pretende explicar. Para a respetiva anĂĄlise, recorreu-se Ă anĂĄlise estatĂstica via modelos de regressĂŁo linear mĂșltipla com dados em painel. Como principal conclusĂŁo da investigação realizada retira-se que as variĂĄveis despesa efetiva per capita, taxa de população idosa e percentagem de abstenção, demonstraram ser determinantes do Ăndice de transparĂȘncia municipal para os anos em anĂĄlise. O presente estudo pretende contribuir para o conhecimento no Ăąmbito da transparĂȘncia dos governos locais em Portugal.
Transparency is based on the disclosure of information and is essential for good public governance. Given the disclosure of the Municipal Transparency Index (ITM) for the years 2013 to 2017, this research aims to study the determinants that influence this index in that period. Data from the 308 Portuguese municipalities were used to carry out the study, and the ITM value was the explained variable. For the analysis, statistical analysis was used using multiple linear regression models with panel data. As the main conclusion of the research, it is suggested that the variables effective expenditure per capita, elderly population rate and percentage of abstention proved to be determinants of the municipal transparency index for the years under analysis. This study aims to contribute to knowledge in the context of transparency of local governments in Portugal.
