O presente relatório de estágio denominado “A Intervenção da Autarquia na
Educação: O Papel da Câmara Municipal da Amadora na Gestão dos Refeitórios
Escolares” insere-se no âmbito do 2º Ciclo de estudos conducente ao grau de Mestre em
Ciências da Educação, na área de especialização em Administração Educacional. O
estágio curricular foi desenvolvido na Divisão de Intervenção Educativa do
Departamento de Educação e Desenvolvimento Sociocultural da Câmara Municipal da
Amadora.
O relatório contém três componentes: (1) caracterização e análise da estrutura
organizacional do local de estágio; (2) apresentação de um pequeno projeto de
investigação realizado com o objetivo de compreender o papel da autarquia na gestão
dos refeitórios escolares; (3) descrição das atividades e da experiência vivida ao longo
do ano letivo em que o estágio curricular se desenvolveu.
Neste projeto as políticas são concebidas numa perspetiva de ação pública e
recorre-se aos conceitos-chave de regulação e territorialização para recolher evidências
da produção de políticas educativas próprias por parte da Câmara Municipal da
Amadora, tomando como indicador desse fenómeno a gestão dos refeitórios escolares.
Para a realização deste estudo foram utilizadas diversas técnicas de recolha de
dados, nomeadamente a pesquisa documental, a observação não participante e a
entrevista semiestruturada. A análise dos dados demonstrou que existe um conjunto de
estratégias e atividades que a Câmara Municipal da Amadora adotou de forma a intervir
no e monitorizar o serviço de gestão dos refeitórios escolares, de entre as quais se
destaca a criação do projeto PIPAS – Projeto de Intervenção Para Uma Alimentação
Saudável – que, como demonstra o presente relatório, revela a existência de uma
política educativa própria da autarquia.
The current internship report called "The Intervention of the Local Authority in Education: The Role of the Municipal Council of Amadora in the Management of School Canteens" falls within the framework of the 2nd cycle of studies leading to the degree of Master in Science of Education in the Education Administration area of expertise. The curricular internship was developed in the Division of Educational Intervention of the Department of Education and Sociocultural Development of Municipal Council of Amadora. The report contains three components: (1) characterization and analysis of the organizational structure of the internship location; (2) description of the activities and the lived experience throughout the school year during which the internship was developed; (3) presentation of a small research project carried out to better understand the role of authority in the management of school canteens. In this project, the policies are designed from a public action perspective and is made use of regulation and territorial key concepts with the view to collect evidence of the production of own educational policies by Municipal Council of Amadora, taking as an indicator of this phenomenon the management of school canteens . Various techniques of data collection were used for this study, including documentary research, the non-participant observation and semi-structured interview. The data analysis showed that there is a set of strategies and activities that the Municipal Council of Amadora adopted in order to intervene and to monitor the service management of school canteens, among which stands out the project “PIPAS” - Intervention Project for Healthy Food – which, as shown in this report, reveals the educational policy of the municipality itself.
