O Super Terrorismo, em particular o 11 de setembro, teve um impacto significativo nos sistemas de segurança interna de países ocidentais democráticos, evidenciando disfunções, pôs em causa os clássicos modelos de governação e impulsionou reformas estruturais na senda de governance de segurança.
Os dados recolhidos neste estudo, com recurso a entrevistas semiestruturadas e à análise de conteúdo de documentos normativos, mostram que o Sistema de Segurança Interna (SSI), não é estático. O dinamismo desta superestrutura central é conseguido, no Século XXI, através de dinâmicas organizacionais, decorrentes de esforços legislativos, registadas no XIV, XVI, XVII e XIX Governos Constitucionais, tendo em conta a evolução de fenómenos que lhe estão associados. Nesta dinâmica evolutiva destaca-se, durante a legislatura do XVII Governo Constitucional, a implementação e desenvolvimento de um Sistema Integrado de Segurança Interna (SISI) que, através da criação da figura do Secretário-Geral do Sistema de Segurança Interna, possibilita, numa dimensão horizontal, a interação em rede dos diversos atores de segurança, coordenando-os e articulando-os, para uma melhor operacionalização e partilha de informação, maior flexibilidade, agilização de sinergias, e, consequentemente, rapidez de resposta a eventuais ameaças terroristas.
Super Terrorism, in particular the September 11, had a significant impact on internal security systems of democratic Western countries, showing dysfunctions, challenged the classical government models and promoted structural reforms - security governance. The data collected in this study, using semi-structured interviews and analysis content to normative documents, show the Internal Security System is not static. The dynamism of this central coordinating structure is achieved through organizational dynamics resulting from legislative efforts, registered in XIV, XVI, XVII and XIX Constitutional Governments, related with phenomena evolution associated with it. In this evolutionary dynamics stand out during the XVII Constitutional Government, the implementation and development of an Integrated System of Homeland Security, by the General Secretary of the Internal Security System, enables, in a horizontal dimension, network interaction between security actors, coordinated them and linking them for a better operalisation, sharing information, greater flexibility, agility synergies, and speeder response to terrorist threats.
