O tema da manutenção da paz na Europa é central quando nos referimos ao período que medeia entre o fim da guerra franco-prussiana e o início da Primeira Guerra Mundial, em 1914. Deste modo, pretendemos apresentar a visão de Zófimo Consiglieri Pedroso (1851-1910), deputado, vereador e autor republicano sobre o desenvolvimento das relações internacionais durante este período.
Convencido da superioridade do sistema de governo republicano, que associava à civilização e ao progresso, Consiglieri Pedroso acreditava que seria a doutrinação e propaganda que o faria triunfar em Portugal, libertando o país do jugo monárquico. No plano internacional, começa, na sua juventude, por pugnar pelo estabelecimento dos Estados Unidos da Europa, como único garante da paz europeia.
Contudo, à medida que avançava a marcha para a guerra, Consiglieri Pedroso ficava cada vez mais convencido da necessidade do estabelecimento de uma federação latina liderada por França, contraponto à expansão da Alemanha, que ameaçava a paz.
The theme of the maintenance of European peace is the cornerstone of the discourse on the period between the end of the franco-prussian war, in 1871, and the beginning of the First World War, in 1914. Hence, we mean to bring the discourse on international relations of the Portuguese MP, city councillor and author, Zófimo Consiglieri Pedroso (1850-1914) to light. Convinced of the superiority of a republican system of governance, which he associated with civilization and progress, Consiglieri Pedroso believed that it was up to indoctrination and political propaganda to make such system a reality in Portugal, effectivily liberating the country from its monarchical regime. On the international stage, Consiglieri Pedroso will, in his youth, start off by advocating for the establishment of the United States of Europe, the only international organization he argued could maintain peace in the continent. However, as the march to war progressed, the republican became more and more convinced of the need for the establishment of a Latin federation of European powers, headed by France, that would halt Germany’s expansion and guarantee peace.
