Abstract(s)

This paper traces the development and change of the special education system in Portugal within the wider context of the ‘Education for All’ movement and inclusion as an internationally recognised policy. In order to understand and to consider the strengths and challenges in current policy the writers provide the case study of a day in the life of one ten-year-old deaf child. Tensions and difficulties are uncovered as the school concerned adapts to new demands. It is concluded that inclusive education is a process – a goal that each school strives towards with different rhythms and through different patterns.
