No decurso das duas últimas décadas tem-se acentuado o fenómeno designado de
globalização da economia, o qual decorre da competitividade crescente que caracteriza a
presente realidade económica.
Ao nível das empresas, enquanto sede e motor do desenvolvimento e protagonistas
principais do jogo competitivo, ensaiam-se mudanças, modelos de gestão e novas
estratégias como forma de gerir o desenvolvimento dos novos mercados, produtos e
serviços, num jogo que toma como palavras de ordem a qualidade, a produtividade, a
rentabilidade.
Tèm-se instituído como pilares fundamentais deste desenvolvimento empresarial
crescente: novas soluções tecnológicas dominantemente construídas na base das
designadas tecnologias de informação; novas soluções organizacionais assentes em
novos paradigmas de configuração já distante dos tradicionais modelos tayloristas de
organização do trabalho; novas qualificações e competências profissionais emergindo de
um crescente aumento do profissionalismo e em resposta a desafios cada vez de maior
complexidade.
Este trabalho procura identificar e definir o tipo e a natureza das articulações existentes
entre aquelas três dimensões relevando a estreita articulação entre as mesmas, partindo
do pressuposto de que entre as novas soluções tecnológicas, as novas formas de
organização do trabalho e as novas qualificações e competências se verifica uma forte
interdependência.
Não se verificando um qualquer processo determinístico, verifica-se pelo contrário que
quer as novas soluções tecnológicas quer as mudanças no âmbito da organização do
trabalho quer ainda a aquisição, afectação e desenvolvimento de novas competências
decorrem fundamentalmente de imperativos de ordem estratégica aos quais aquelas
dimensões, em conjunto e de forma interdependente, se encontram subordinadas e como
tal são desenvolvidas.
Isto é, o desenvolvimento empresarial decorre não de um ou outro dos pilares
considerados mas sim da estreita dinâmica de complementaridade entre eles; dinâmica
essa, orientada por desafios estratégicos previamente definidos.
Este trabalho apresenta ainda uma aplicação realizada no âmbito de uma empresa de
telecomunicações, em que se analisam os percursos reais desenvolvidos pela empresa no
âmbito daqueles três factores de desenvolvimento.
During the last two decades the phenomena known as global economy, which is driven by the growing competition that characterise the present economic reality has become ever so present. As far as enterprises are concemed, while head office and the driving force of development, and main protagonists of the competitive game, rehearse changes of management frames and new strategies in order to manage the development of new markets, products and services, in a game that follows principais such as quality, productivity and profitability. It has been established that the main pillars regarding the growing business development are; new technological solutions mainly based on the so called information technologies; new organising solutions based on new paradigms configurations already distant from the traditional taylorist ideais of work for new organisation; new qualifications and professional competencies emerging from an increasing growth of professionalism in answering to challenges with ever so increasing complexity. This work tries to identify and to determine the type and nature of the existent relations between those tree dimensions, emphasising the straight relation between themselves, assuming that between the new technological solutions, the newforms of work organisation and the new qualifications and competencies suffer from a strong interdependency. If no determined process is undertaken, the contrary may occur, being that both the new technological solutions and the changes within the work organisation accompanied by the acquisition, affectation and development of new competencies result mainly from strategic musts to which those dimensions, together and in an independent way, find themselves subordinated and thus developed themselves like that. This means that, the business development results not from one or another considered pillar, but from the straight dynamiq existent within the complementary between them, which is oriented by previously defined strategic challenges. This work will equally presents an application realised within an Telecommunications enterprise, where the real course developed by the enterprise is analysed in the context of the referred tree factors of development.
