A presente dissertação pormenoriza o contributo dos códigos de ética para o bom governo nas entidades do setor público prestadoras de cuidados de saúde.
O objetivo geral consistiu em verificar o contributo dos códigos de ética como
instrumentos de gestão promotores do bom governo nas entidades do setor público prestadoras de cuidados de saúde a partir da análise dos códigos de ética dos Centros Hospitalares de Lisboa e Vale do Tejo: Centro Hospitalar Lisboa Norte, Central e Ocidental, e da perceção dos dirigentes de topo e membros da auditoria interna destas instituições.
Para o efeito optou-se pela metodologia qualitativa, elaboraram-se
proposições, dimensões e indicadores de investigação e um modelo de análise alicerçado nos princípios do bom governo e no modelo teórico da infraestrutura ética.
Na primeira fase da investigação, procedeu-se a recolha e análise conteúdo dos códigos.
Na segunda fase, realizaram-se 13 entrevistas, presenciais e online, seguindo um guião elaborado com base no enquadramento dos princípios orientadores do Ministério da Saúde de Portugal de 2014 para a feitura dos códigos de conduta ética, com quatro tópicos: conhecimento dos códigos, processo de elaboração e divulgação e perceção individual sobre a utilidade dos códigos de ética.
A análise de conteúdo permitiu verificar que para todos os entrevistados os códigos de ética contribuem positivamente para o bom governo nas entidades do setor público prestadoras de cuidados de saúde; reconhecer que a sua elaboração carece de maior envolvimento das partes interessadas e que apesar da sua reconhecida utilidade a implementação na prática é o maior desafio. Adicionalmente, permitiu recomendar a inclusão dos diversos grupos profissionais no processo de revisão por ser um elemento decisor da adesão e inclusão dos códigos na cultura organizacional e propor investigações
futuras neste campo da administração pública.
This dissertation details the contribution of code of ethics to good government in public sector entities providing health care. The general objective was to verify the contribution of code of ethics as management tools that promote good government in public sector entities providing health care, based on the analysis of the code of the Hospital Centers of Lisbon and Vale do Tejo: Hospital Center Lisbon North, Central and West, and the perception of top managers and members of the internal audit of these institutions. For this purpose, a qualitative methodology was chosen, propositions, dimensions and research indicators were developed, as well as an analysis model based on the principles of good government and on the theoretical model of ethical infrastructure. In the first stage of the investigation, the collection and content analysis of the codes was carried out. In the second stage, 13 interviews were carried out, in person and online, following a guide drawn up based on the framework of the guiding principles of the Ministry of Health of Portugal of 2014 for the creation of codes of ethical conduct, with four topics: knowledge of codes, process of elaboration and dissemination and individual perception of the usefulness of codes of ethics. Content analysis allowed us to verify that, for all respondents, code of ethics contribute positively to good government in public sector entities providing health care; to recognize that its elaboration needs greater involvement of the interested parties and that despite its recognized usefulness, its implementation in practice is the biggest challenge. Additionally, it allowed us to recommend the inclusion of different professional groups in the review process, as it is a decision-making element for the adherence and inclusion of codes in the organizational culture and to propose future investigations in this field of public administration.
