Climate change and the severity of its impacts are clearly recognised in Portugal, both in terms of public opinion, as recent surveys show, as well as official recognition. The country is well positioned to increase production of ‘green energy’, including planned investment in hydrogen. However, policies to combat CC in Portugal are still ambivalent and strongly constrained by energy dependency. Although current policies encourage decarbonisation, key sectors are weighting down on this effort: mobility is far too reliant on road transportation; land use planning and housing are inefficient. To make a significant contribution to European climate action, Portugal requires strong EU support for decarbonising heavy industries and transportation (improving rail connectivity with the EU), integrating water management across the Iberian river basins; making use of the Common Agricultural Policy to fight climate change and protect biodiversity.
