Resumo(s)
Dado que este é o quadro de uma atividade profissional habitual, será relevante aferir
de que forma estes dois instrumentos servirão, ou não, os fins para os quais foram
inicialmente desenhados, sendo que a literatura existente não dá uma resposta
completa a este problema. Tendo em conta os níveis de análise, que serão os critérios
enunciados pela OCDE de utilização de resultados, irei confrontar estes com os
documentos de orientação política da CE por um lado e com os elementos recolhidos
nas entrevistas por outro.
São aos agentes de cooperação tanto na sede em Bruxelas como nas Delegações da UE,
base da amostra, que os produtos das Avaliações e do ROM se destinam em primeira
linha, e serão pois estes que poderão ainda enumerar as circunstâncias ou condições
que potenciam ou limitam essa utilização. As principais conclusões transversais a referir
seriam a contradição atual entre o discurso/compromisso político reafirmado numa
gestão da ajuda baseada nos resultados e a realidade no terreno. A relativa novidade
destes sistemas e interesses contraditórios das “burocracias” envolvidas ou ainda a
resistência interna a estes processos, pelo facto da prestação de contas a alto nível
político ser sobretudo motivada por pressões externas (opinião pública, parlamentos,
Tribunal de Contas).
Given the fact that this thematic has linkages to a professional activity, it was considered relevant to assert if these two instruments fulfil in fact the different purposes for which they were actually designed for, taking in consideration that the current studies do not give a complete answer to this. The OECD criteria for results information purposes was used as analysis levels. These were confronted with the EU political related framework and also with data disclosed by key interviewees. It is in fact these, development officers, both in Brussels headquarters and in EU Delegations, sample base, that are the main recipients of ROM/Evaluation products. Therefore it would be them who would be able to state the circumstances that would either limit or potentiate its use. The main cross cutting findings were the contradiction between the political commitments on a results based management system and the reality on the ground. Also, the novelty of these systems and the conflicting interests of the several bureaucracies involved. Another key finding would be the internal resistance, due to the fact that the high level political accountability is mainly driven by external pressure of several sort (public opinion/constituents, parliaments, European Court of Auditors).
