A missão universal da biblioteca pública representa um enorme desafio, pois o envolvimento coletivo da totalidade da comunidade é, na prática, impossível. Neste sentido, tem emergido, na literatura científica sobre os serviços públicos e os estudos de usuários, a noção de não-usários, ou seja, aqueles cidadãos que não usam, por exemplo, a biblioteca pública. Este trabalho insere-se nesta linha de investigação, procurando estudar as características e as motivações dos não-usuários. O presente trabalho de pesquisa procura esclarecer os fatores e os motivos que influenciam um cidadão a não frequentar o espaço de uma biblioteca pública, adotando como terreno de análise a Biblioteca Nacional de Brasília (BNB). Para além da pesquisa bibliográfica, que permitiu construir a revisão da literatura sobre bibliotecas públicas e não-usuários, foi aplicado um inquérito por questionário, adotando a técnica “bola de neve”, através de uma amostragem de crescimento linear. Os resultados mostram que a maioria dos respondentes indica a distância como motivo para o não uso, o que é discrepante com a indicação de que a maioria mora na mesma região da biblioteca. A indicação que a falta de conhecimento dos serviços ou a falta de hábitos de leitura são fatores de não-uso são novamente discrepantes com a informação que assinala que a maioria dos inquiridos lê todos os dias ou frequentemente e lê entre 1 a 10 livros por ano. A maioria utiliza os meios digitais como meio de informação, mas desconhece o nome da biblioteca pública de sua região administrativa, ainda que reconheçam para que serve uma biblioteca e quais os serviços oferecidos. Pode-se concluir que a publicidade da BNB poderá ser um fator relevante para mudar a condição do não-usuário, através do uso de meios digitais, pertinentes para alcançar esse cidadão não-usuário, inclusive para oferecer serviços fora do espaço físico institucional.
The universal mission of the public library represents a huge challenge, since the collective involvement of the entire community is, in practice, impossible. In this sense, it has emerged in the scientific literature on public services and user studies the notion of non-users, i.e., those citizens who do not use, for example, the public library. This work is inserted in this line of research, seeking to study the characteristics and motivations of non-users. The present research seeks to clarify the factors and reasons that influence a citizen not to frequent the space of a public library, adopting as terrain of analysis the National Library of Brasília. In addition to the bibliographical research, which allowed building the literature review on public libraries and non-users, a questionnaire survey was applied, adopting the "snowball" technique, through a linear growth sampling. The results show that most respondents indicate distance as a reason for non-use, which is discrepant with the indication that most of them live in the same region as the library. The indication that lack of knowledge of the services or lack of reading habits are factors for non-use are again discrepant with the information pointing out that most respondents read every day or often and read between 1 and 10 books per year. Most use digital media as a means of information, but do not know the name of the public library in their administrative region, even though they recognise what a library is for and what services are offered. It can be concluded that the BNB's publicity could be a relevant factor to change the condition of the non-user, using digital media, relevant to reach this non-user citizen, including to offer services outside the physical institutional space.
