Esta dissertação fornece uma análise à componente de inserção social da política
pública do Rendimento Mínimo (RM), criada pela União Europeia (UE), no âmbito do
combate à pobreza e exclusão social. Sendo este um problema multidimensional, a
medida do RM tem uma contribuição importante, devido à sua dupla vertente,
providenciando-se, além do apoio monetário destinado às necessidades básicas dos
beneficiários, orientação individualizada para a integração na sociedade, através dos
serviços adequados (saúde, habitação, educação, emprego e formação profissional e ação
social). Neste sentido, procedeu-se à análise dos programas de inserção do RM dos
Estados-Membros da UE, observando as tipologias existentes. Posteriormente, analisouse o caso português em maior profundidade, identificando os pontos fortes do programa
de inserção, bem como os pontos fracos e algumas medidas a tomar no sentido de resolver
os problemas encontrados.
Assim, apesar das várias abordagens aos programas de inserção do RM, observouse que a maioria dos países da UE recorre a planos de integração, para orientar os
beneficiários para a inserção laboral e social. Contudo, verifica-se que, deste grupo, uma
maioria incorpora apenas a componente da inserção laboral nos seus programas, havendo
ainda um caminho a percorrer na valorização da inserção social, no combate à pobreza e
exclusão social. Em Portugal, a realização de contratos de inserção e a valorização da
multidimensionalidade do problema são pontos fortes a salientar do programa de inserção
do Rendimento Social de Inserção. Porém, verifica-se uma insuficiência de recursos, um
ineficiente sistema de provisão de recursos e um desempenho fraco na componente da
monitorização e avaliação. Por isso, identificam-se medidas como a formação dos
profissionais envolvidos, a criação de um órgão que organize, acompanhe e avalie a
implementação da medida e a elaboração de relatórios públicos.
This dissertation provides an analysis of the social inclusion component of the Minimum Income (MI) public policy, created by the European Union (EU), within the scope of combating poverty and social exclusion. As this is a multidimensional problem, the MI measure has an important contribution, due to its double component, providing, in addition to financial support aimed at the basic needs of beneficiaries, individualized guidance for integration into society, through appropriate services (health, housing, education, employment and professional training and social action). In this regard, the MI insertion programs of the EU Member States were analysed, identifying the existing typologies. The Portuguese case was analysed in greater depth, finding the strengths of the insertion program, as well as the weaknesses and some measures to be taken in order to resolve the problems encountered. Despite the diversity of approaches to MI integration programs, it was noticed that most EU countries use integration plans to guide beneficiaries towards labour and social inclusion. However, it appears that, of this group, a majority only incorporates the labour insertion component in their programs, with there still being a way to go in valuing social insertion, combating poverty and social exclusion. In Portugal, the implementation of insertion contracts and the understanding of the multidimensionality of the problem are highlights from the insertion program of the Social Integration Income. However, there is an insufficiency of resources, an inefficient resource provision system and poor performance in the monitoring and evaluation component. Therefore, some measures to consider are the training of professionals involved, the creation of an institution that organizes, monitors, and evaluates the implementation of the program, and the execution of public reports.
