A investigação visa compreender de que forma é assegurada a sustentabilidade
do Setor Empresarial do Estado português considerando as recomendações e
indicadores de boas práticas propostos pela OCDE. A pesquisa desenvolvida
aborda o Estado nas dimensões de gestor, acionista; instituição com tutela
financeira e com tutela setorial e instituição fiscalizadora. O objeto de estudo
incide sobre o SEE nos setores dos Transportes e Infraestruturas. A temática que
mobiliza a investigação encontra-se ainda pouco estudada, particularmente no
que respeita ao caso português. Isto verifica-se porque as recomendações de boa
governance para as empresas públicas estabelecidas pelo G7, G20, Banco
Mundial e OCDE somente foram alvo de atenção e de regulamentação ao longo
da última década. Em Portugal, verificaram-se importantes avanços com a
adoção do Decreto-Lei n.º 133/2013, de 3 de outubro. A investigação segue uma
orientação ontológica construtivista e uma orientação epistemológica
interpretativista, aliada a uma abordagem metodológica realista-pragmática.
Esta opção é suportada numa abordagem qualitativa, empírica e exploratória e
num método indutivo. Assim, recorreu-se a entrevistas semiestruturadas com
fontes qualificadas e respetiva análise discursiva. A amostra é constituída por 16
entrevistados, os quais foram agrupados em 3 segmentos: gestores públicos;

tutelas; fiscalização. Das entrevistas resultou a apresentação e discussão dos
resultados da investigação primária que foi organizada em 4 capítulos:
sustentabilidade; articulação dos papéis do Estado; boas práticas de governance;
e gestão de empresas públicas. Em cada um dos capítulos foram mapeadas
potenciais lacunas derivadas da discussão dos resultados e realizada uma breve
descrição de cada uma das lacunas. Após o mapeamento destas lacunas, foi
realizado um modelo tentativo de quadro conceptual com a finalidade de
sintetizar as lacunas, identificar possíveis ligações entre si e, assim, responder aos
objetivos geral e específicos da investigação. Devido ao cariz exploratório da
investigação, foi possível identificar consideráveis pistas de investigação futura.
The research aims to understand how the sustainability of the Portuguese stateowned enterprise (SOE) is ensured, considering the recommendations and indicators of good practices proposed by the OECD. The research looks at the state in its dimensions of director, shareholder; institution with financial and sectoral oversight (political power); and supervisory institution. The object of study is the SOE in the transport and infrastructure sectors. The subject of this research has not been widely studied, particularly in the case of Portugal. This is because the recommendations on good governance for public companies established by the G7, G20, World Bank and OECD have only received attention and regulation over the last decade. In Portugal, important progress was made with the adoption of Decree-Law 133/2013, of October 3. The research follows a constructivist ontological orientation and an interpretivist epistemological orientation, combined with a realist-pragmatic methodological approach. This option is supported by a qualitative, empirical, and exploratory approach and an inductive method. Semi-structured interviews with qualified sources were conducted and followed by their respective discourse analysis. The sample iii consisted of 16 interviewees, who were grouped into 3 segments: directors; political power; audits/supervisory (Supreme Audit Institution). From the interviews resulted the presentation and discussion of the results of the primary research, which was organized into 4 chapters: sustainability; articulation of the state's roles; good governance practices; and management of public companies. In each of the chapters, potential gaps derived from the discussion of the results were mapped and a brief description of each of those gaps was given. After mapping these gaps, a tentative conceptual framework model was created to synthesize them, identify possible links between the gaps and thus respond to the general and specific objectives of the research. Due to the exploratory nature of the research, it was possible to identify considerable avenues for future research.
