O tema deste estudo centra-se na problemĆ”tica das polĆticas que suportam a organização
e o funcionamento de uma escola pĆŗblica, situada num sistema de saĆŗde, bem como nas
estruturas de gestão e de administração e de outros parceiros educativos, responsÔveis por
assegurar a continuidade da escolaridade de alunos hospitalizados. Assim, o presente estudo
teve como base a seguinte questão central: De que forma se caracteriza a estrutura organizativa
da Escola de Ensino BÔsico de 1º ciclo Rainha D. Estefânia, enquanto organização educativa, e
quais as polĆticas que orientam/ suportam o seu funcionamento?
No que se refere Ć componente empĆrica, procurou-se compreender os princĆpios do
direito à educação, conhecer as diversas imagens da escola como organização, esclarecer o
conceito de polĆticas pĆŗblicas e de regulação. Ilustrou-se a questĆ£o da reforma estrutural do
sistema educativo na concepção dos agrupamentos de escolas, a importância do projecto
educativo, como também questões como a diversificação e a flexibilização.
Tendo em conta os objectivos do estudo, os eixos de anƔlise e as questƵes orientadoras
delineadas, optou-se por um estudo de caso de natureza qualitativa, com uma abordagem
descritiva e interpretativa. Como técnicas metodológicas principais, optou-se pelas entrevistas
semi-estruturadas, a anÔlise documental e a observação de campo. Após a realização da recolha
de dados, procedeu-se ao seu tratamento, anÔlise e interpretação.
Concluiu-se que a Escola Rainha D. Estefânia, a funcionar no Hospital de D. Estefânia e
a integrar o recente Agrupamento de Escolas EugƩnio dos Santos, vive essencialmente dos
actores que a frequentam. Os compromissos e responsabilidades no desenvolvimento da acção
educativa, são dos órgãos de administração e gestão do agrupamento, da DREL, do hospital, do
poder local, dos pais e/ou encarregados de educação e de toda a comunidade educativa.
Verificaram-se ambiguidades no cumprimento dos compromissos e das polĆticas acordadas e
estabelecidas, factor que prejudica o desenvolvimento de uma polĆtica para a igualdade de
oportunidades e para o sucesso educativo dos alunos hospitalizados. Constatou-se igualmente
que a escola tem como principais aliados no desenvolvimento do processo educativo, os
docentes, o hospital e o CANTIC.
This study's theme is focused on the problematics of the policies that define a public hospital school organization and functioning, as well as on its administration structures and educational partners, responsible to ensure the continuity of schooling to hospitalized children. Therefore, this study was based on a central question: How and in wich way is characterized the organization structure of Escola de Ensino BÔsico do 1º ciclo Rainha D. Estefânia, as an educational organization, and which policies hold up and direct its functioning? Refering the empirical component of the study, we tried to understand and explore the concept of the right to education and cover the plenty images of this hospital school as an organization, and also to explain the concepts of public policies and regulation. We intended also explore the structural reshuffle of the educational system through the conception of schools grouping, and the importance of the educational project as well as the diversification and flexibility concepts. Bearing in mind the purposes of the study, the analysis and the guiding questions, we chose to opt for a study that would have a qualitative nature, with a descriptive and interpretative approach. As main methodology techniques, we chose for semi-structured interviews, documental analysis and observation led by the presence in the school. Afterwards, we carried out its analysis and interpretation. We concluded that Escola Rainha D. Estefânia, becoming part of a hospital, lives essencially of the ones who attend it daily. The compromisses and responsabilities of its educational action development are submited to its administration management, the schools grouping management, the DREL, the hospital, the local power, the parents and all the educational community. We verified many ambiguities in the compliance of the compromises and established policies, jeopardizing the development of the educational sucess of the hospitalized students. We checked also that the school's main allies in the development of the educational process are its teachers, the hospital and the CANTIC.
