Os gestores de informação nos Arquivos Municipais entre o rio Mondego e a Área Metropolitana de Lisboa

A presente dissertação analisa e pretende inquirir a relação entre os profissionais de informação e os Arquivos Municipais, tendo por base a questão: Quem exerce a gestão da informação como sua profissão nos arquivos municipais portugueses?
Este estudo tem por base um conjunto de objetivos que pretendem analisar, a nível de recursos humanos, os Arquivos Municipais portugueses, em particular entre o Mondego e a Área Metropolitana de Lisboa (Norte). Estes objetivos passam por percecionar quantos arquivos municipais se encontram abertos ao público e em que circunstâncias; as categorias profissionais e as respetivas habilitações académicas; categorias profissionais e a sua representatividade em termos de faixa etária e sexo; assim como também perceber quem são os responsáveis pelos arquivos municipais, que qualificações têm. Na prática perceber quem são os recursos humanos afetos aos arquivos municipais. A seleção do tema apresentado deve-se à inexistência de estudos conclusivos face à problemática dos recursos humanos nos Arquivos Municipais. Desta forma, é possível perceber onde existem lacunas, ou aspetos que revelem necessidades de aperfeiçoamento. Evidenciando e constatando a importância e a relevância da função dos gestores de informação nestas instituições.
A metodologia aplicada para o desenvolvimento deste estudo teve por base primeiramente, numa análise teórica: a investigação documental; por outro lado a análise de resultados e a recolha de dados, tendo sido neste caso aplicados inquéritos por questionário à amostragem disponível dos arquivos municipais das NUTS III grosso modo entre os rios Tejo e Mondego. Na fundamentação teórica do estudo foi possível contextualizar os arquivos municipais enquanto serviço, e também a caraterização dos profissionais de informação, tendo por base estudos científicos de referência. Relativamente aos resultados obtidos via inquérito possibilitou a identificação não só de aspetos que condicionam o acesso à documentação, os suportes acessíveis para consulta e as unidades orgânicas responsáveis, para além dos aspetos relativos aos recursos humanos nos arquivos municipais. Percebemos também através do inquérito quais os municípios que aplicaram o Programa de Apoio à Rede de Arquivos Municipais, e certificação de qualidade, criando possibilidades para novos estudos.
Com este estudo foi possível aferir que existem cerca de 426 gestores de informação distribuídos pelos arquivos municipais, com algumas peculiaridades, sendo que existem 93 qualificados na área da Ciência da Informação: 78 são técnicos superiores e 15 assistentes técnicos. Contrariamente ao que era expectável, o profissional da informação, com formação em Ciência da Informação, encontra-se ainda ausente em muitos municípios.
This dissertation analyses and intends to investigate the relationship between professional information managers and the Municipal Archives, based on the question: Who exercises information management as their profession in the Portuguese municipal archives? This study is based on a set of objectives that allow to analyse, in terms of human resources, the Portuguese Municipal Archives, between the Mondego and the Metropolitan Area of Lisbon (North). These objectives include perceiving how many municipal archives are open to the public and under what circumstances; professional categories and their academic qualifications; professional categories and their representativeness in terms of age and sex; as well as to understand who are responsible for the municipal archives, what qualifications they have. In practice, to understand who the human resources are assigned to the municipal archives. The remuneration level between sexes and age groups; existence of formations and to whom they are intended within the municipalities; the way archives communicate with their users, among others. The selection of the theme presented is due to the lack of conclusive studies regarding the problem of human resources in the Municipal Archives. In this way, it is possible to understand where there are gaps, or aspects that reveal needs for improvement. Evidencing and verifying the importance and relevance of the role of information managers in these institutions. The methodology applied for the development of this study was based primarily on a theoretical analysis: documentary research; on the other hand, the analysis of results and the collection of data, in which case questionnaire surveys were applied to the sampling available from the municipal archives of NUTS III, roughly between the Tagus and Mondego rivers. In the theoretical basis of the study, it was possible to contextualize the municipal archives as a service, and the characterization of information professionals, based on scientific reference studies. Regarding the results obtained through the survey, it enabled the identification not only of aspects that condition access to documentation, the accessible supports for consultation and the responsible organic units, in addition to the aspects related to human resources in the municipal archives. We also realized through the survey which municipalities have applied the Support Program to the Municipal Archives Network, and quality certification, creating possibilities for new studies. With this study it was possible to infer that there are about 426 information managers distributed by municipal archives, with some peculiarities, with 93 qualified in the Information Science area: 78 are senior technicians and 15 technical assistants. Contrary to what was expected, the information professional, trained in Information Science, is still absent in many municipalities.
