Resumo(s)
Da leitura atenta do normativo nacional e internacional mais recente relativo à gestão da
informação e documentação, respetivamente a ISO 15489:2001, bem como da observação
das empresas num prisma eminentemente sistémico, percecionam-se novas abordagens e
perspetivas que grassam na atualidade e que permitem ajustar a gestão da informação e
documentação à realidade da Sociedade da Informação.
Neste entendimento, e partindo da metodologia emanada pelo mesmo normativo, a
conceção de um Sistema de Informação implica um prévio estudo orgânico-funcional,
minucioso e exaustivo, que permita abordar a gestão deste Sistema numa perspetiva
funcional passível de ser identificada num plano de classificação igualmente funcional
como é exemplo o Plano de Classificação da Informação Arquivística da Administração
Local (PCIAAL), o qual procura refletir simultaneamente o critério de interoperabilidade
semântica, facilitador da comunicabilidade entre os diferentes sistemas.
Mas uma estrutura deste tipo não fica completa sem o recurso à descrição de cada um dos
processos, numa maturação integrada de diversos aspetos relacionados com a organização
e recuperação da informação, que envolvem ainda, na atualidade, questões relacionadas
com o levantamento de requisitos (de registo) de informação nos sistemas, entre os quais
a segurança e acessos ou a avaliação e seleção, e donde resultará uma estrutura tanto mais
completa quanto complexa, mas simultaneamente integrada e integradora.
Este consubstancia-se como um efetivo contributo para a maturação do sistema de gestão
integrada da informação e da documentação da SANEST, posicionando-se de modo cada
vez mais eficaz e eficiente no apoio à tomada de decisão, sobretudo na era digital, onde
numerosas questões se colocam e onde ressalta à vista a evolução dos princípios basilares
da arquivística tradicional, donde a assunção da relevância da elaboração de esquemas de
metainformação em que se enquadra a própria classificação.
ABSTRACT: The careful reading of the latest national and international normative on the management of information and documentation, respectively ISO 15489:2001, as well as from the observation of companies in a highly systemic prism, perceive up new approaches and perspectives that spread today and allow adjusting the management of information and documentation to the reality of the Information Society. In this understanding, and based on the methodology issued by the same regulations, the design of an information system implies a previous organic and functional study, thorough and exhaustive, which considers the management of this system in a functional perspective that can be identified in a classification plan also functional as exemplified by the Classification Plan for Archival Information of Local Government (PCIAAL), which seeks reflect simultaneously the criterion of semantic interoperability, facilitator of communicability between different systems. But such structure is not complete without the use of description of each of the processes, in an integrated maturation of several aspects related to the organization and retrieval of information, which also involve, at present, issues relating to the requirements lifting (of registration) of information in the systems, including security and access or evaluation and selection, and which would result in a more comprehensive structure so as complex, but both integral and integrating. This one consubstantiate itself as an effective contribution to the maturation of the integrated management system of information and documentation of the SANEST, contributing so more and more efficient and effective in supporting decision-making, especially in the digital era where many questions arise and where highlights in the sight to the evolution of the basic principles of traditional archival, where the assumption of the importance of development metadata schemes where fits classification itself.
