Inserindo-se no debate sobre a democracia participativa no Brasil e mecanismos de participação instituídos na Constituição brasileira de 1988, esta dissertação analisa o sistema de Ouvidoria do Tribunal de Contas do Estado do Ceará (TCE-CE) desde a sua criação (2014) até ao ano de 2020.
A investigação procurou responder à seguinte pergunta: De que forma a Ouvidoria do TCE-CE tem se assumido como uma instância de participação popular, contribuindo para o fortalecimento da democracia participativa?
Neste sentido, foram analisados a democracia participativa no Brasil; o sistema de ouvidorias no Brasil; as principais contribuições do cidadão para o sistema de Ouvidoria do TCE-CE e a contribuição da Ouvidoria do TCE-CE para o fortalecimento da democracia participativa. Para além da análise bibliográfica, foram analisados os dados apresentados nos relatórios gerenciais expostos no website oficial do TCE-CE e foram realizadas entrevistas ao Ouvidor e funcionários da Ouvidoria do Tribunal de Contas.
Conclui-se que a Ouvidoria do TCE-CE é um instrumento importante que tem contribuído para o fortalecimento da democracia participativa. Desde a sua criação, reconhece-se nela um grande esforço para que a população cearense possa participar e exercer a cidadania.
Within the debate on participatory democracy in Brazil and mechanisms of participation established in the Brazilian Constitution of 1988, this dissertation analyzes the Ombudsman system of the Court of Auditors of the State of Ceará (TCE-CE) from its creation (2014) until the year 2020. The investigation sought to answer the following question: In what way has the TCE CE Ombudsman been an instance of popular participation, contributing to the strengthening of participatory democracy? In this sense, the investigation analysed: participatory democracy in Brazil; the ombudsman system in Brazil; the main contributions of citizens to the TCE-CE Ombudsman system and the contribution of the TCE-CE Ombudsman to the strengthening of participatory democracy. In addition to the bibliographical research, was also analysed the data presented in the management reports exposed on the official website of the TCE-CE and interviews were carried out with the Ombudsman and employees of the Ombudsman's Office of the Court of Auditors. It is concluded that the TCE-CE Ombudsman is an important instrument that has contributed to the strengthening of participatory democracy. Since its creation, it has been recognized as a great effort for the population of Ceará to participate and exercise citizenship.
