Resumo(s)
A problemática da Defesa e Segurança dos Países do Sul, o antes e Pós-conflito,
bem como a sua história recente nestes domínios, não pode, definitivamente, ficar de
fora do apoio da comunidade internacional para a constituição de um estado de
Direito e da sustentabilidade do desenvolvimento desses mesmos Estados.
A Comunidade dos Países de Língua Portuguesa não poderá deixar de participar
nesta problemática utilizando os seus princípios orientadores como referência.
Enquadrado num contexto crescente de reconhecimento internacional, esta
organização, não deverá deixar de ter voz activa neste cenário, tanto na comunidade
lusófona como também no âmbito internacional, nomeadamente no próprio
Continente Africano. Para isso, terá de existir uma participação activa a favor dos
países Africanos, vizinhos ou não dos PALQP, contando com a presença activa
destes, no que será uma participação indirecta da CPLP nalguns casos, directa
noutros.
Assim, é objectivo deste estudo analisar a Cooperação focando o domínio da
Defesa e Segurança, o qual, ao serem objectivos da CPLP, levará esta a abraçar uma
estratégica onde Portugal deverá ter um papel decisivo ao nível da cooperação
técnica e institucional.
A Cooperação Portuguesa junto dos países da Comunidade deverá contribuir
para que estes países possam deter uma maior capacidade técnica e operacional,
podendo intervir tanto num cenário regional como continental.
O estudo utilizou ainda os elementos estatísticos e informativos possíveis de
recolher, bem como entrevistas a importantes intervenientes neste processo.
The Defence and Security issue in Southern Countries, prior and subsequent to conflict, as well as their recent history on these matters cannot remain apart from intemational community support. It is not only vital for the constitution of a state, but also for a sustained development in those countries. The Community of Portuguese Speaking Countries (CPLP) must take part in this issue using their guidelines. Given its growing intemational recognition, this organization ought to have a say in the matter among the Portuguese Community, as well as intemationally, mainly in Africa. Thus, there will have to be a diligent participation on behalf of the African Countries (Portuguese Speaking African Countries neighbouring countries or not), taking them into account. Their active presence will sometimes mean an indirect participation of CPLP, whereas other times it will indicate a direct participation. Thus, the purpose of this study is to analyse the Cooperation, bringing into focus Defence and Security, which being CPLP aims, will lead the latter to persecute a strategy where Portugal should have an important role regarding both technical and institutional Cooperation. The Portuguese Cooperation within Community Countries ought to provide ali these countries with greater technical and operational competences, allowing them to get involved in both regional and continental scenarios. The study also used statistics and information gathered through meetings with important participants in this process.
