Esta dissertação analisa as medidas de políticas públicas do sistema de protecção social e da Segurança Social na resposta à pandemia em Portugal. O impacto da crise sanitária exigiu uma resposta célere e abrangente por parte do Estado, especialmente no âmbito da Segurança Social, cuja intervenção se revelou crucial para mitigar os efeitos económicos e sociais da pandemia. Este trabalho, monográfico, estrutura-se em três grandes eixos. Primeiramente, contextualiza o desenvolvimento histórico dos diferentes sistemas de protecção social na Europa, incluindo as especificidades de Portugal. Em segundo lugar, no âmbito do combate à crise pandémica, examina detalhadamente o caso português, analisando a legislação e as medidas implementadas, bem como as suas limitações, no âmbito da protecção de trabalhadores e empresas. Finalmente, avalia os impactos orçamentais e macroeconómicos destas políticas, incluindo a sua dimensão europeia, reflectindo sobre o equilíbrio entre protecção social e sustentabilidade financeira. As medidas adoptadas foram determinantes para evitar uma crise social mais profunda, preservando empregos e assegurando a coesão económica e social do país. No entanto, torna-se também clara a necessidade de revisitar o modelo de protecção social que, na sua configuração actual, exclui importantes segmentos da população devido às especificidades do exercício do seu trabalho, desde trabalhadores independentes a sócios-gerentes, tornando-o mais resiliente face a futuras crises. Assim, esta dissertação contribui para a reflexão sobre o papel da Segurança Social em contextos de emergência, evidenciando a importância de políticas públicas robustas para a protecção dos cidadãos e, dessa forma, para a estabilidade de todo o tecido económico, social e democrático.
This dissertation analyzes public policy measures within the social protection system and Social Security in response to the pandemic in Portugal. The impact of the health crisis required a swift and comprehensive response from the State, particularly within the Social Security system, whose intervention proved crucial in mitigating the economic and social effects of the pandemic. This monographic study is structured around three main axes. Firstly, it contextualizes the historical development of different social protection systems in Europe, including Portugal’s specificities. Secondly, within the scope of addressing the pandemic crisis, it examines the Portuguese case in detail, analyzing the legislation and measures implemented, as well as their limitations, in terms of worker and business protection. Finally, it assesses the budgetary and macroeconomic impacts of these policies, including their European dimension, reflecting on the balance between social protection and financial sustainability. The measures adopted were essential in preventing a deeper social crisis, preserving jobs, and ensuring the country’s economic and social cohesion. However, it also becomes evident that there is a need to revisit the social protection model, which, in its current configuration, excludes significant segments of the population due to the specific nature of their work, ranging from self-employed workers to managing partners. Strengthening this model would enhance its resilience in the face of future crises. Thus, this dissertation contributes to the discussion on the role of Social Security in emergency contexts, highlighting the importance of robust public policies in protecting citizens and, consequently, ensuring the stability of the entire economic, social, and democratic fabric.
