Esta dissertação pretende responder à seguinte questão: Qual o impacto da adoção da Nova Gestão Pública em Portugal, no SCI da Administração Pública? Propusemo-nos estudar os esforços realizados pela implementação de sucessivas alterações por parte dos últimos Governos Constitucionais, às orgânicas das inspeções ministeriais da AP portuguesa, responsáveis pela implementação do SCI, procurando perceber como tem sido maximizado o desempenho dos seus recursos humanos e financeiros. A revisão teórica abordou o conceito de Nova Gestão Pública, as suas causas e a adoção do modelo em Portugal. Conceptualizou-se o New Public Management relacionado com o controlo interno, passando pela amplitude do problema e especificaram-se os fatores indutores do modelo. A metodologia empregue suporta-se numa abordagem qualitativa, assente em pesquisa e análise bibliográfica e documental. O estudo é exploratório e descritivo, procurou-se caracterizar os modelos de gestão da AP, nomeadamente as suas implicações no controlo da AP, os trajetos da reforma administrativa em Portugal e descrever o SCI numa perspetiva evolutiva (2006 a 2011). Em conclusão, as diversas inspeções-gerais tiveram presente as políticas dos Governos, inscritas nos seus Programas e a sua atividade desenvolveu-se em torno de compromissos de progresso da mesma de acordo com os recursos disponibilizados para o efeito.
This thesis aims to answer the following question: What is the impact of the adoption of New Public Management in Portugal in the Internal Control System of Public Administration? We set out to study the efforts achieved through the implementation of successive alterations by the recent Constitutional Governments, to the organic of the ministerial inspections of the Portuguese Public Administration, responsible for the implementation of the Internal Control System, trying to understand how the performance of its human and financial resources has been maximized. The literature review approached the concept of New Public Management, its causes and the adoption of this model in Portugal. The New Public Management has been conceptualized in relation to internal control, going through the extent of the problem and specifying the inducing factors of the model. The methodology employed is supported by a qualitative approach, based on bibliographic and documental research and analysis. The study is exploratory and descriptive; we sought to characterize the Public Administration management models, namely its implications on Public Administration control, the paths of administrative reform in Portugal and to describe the Internal Control System in an evolutionary perspective (2006 to 2011). In conclusion the diverse general inspections had the government policies in consideration, registered in their programs, and its activity developed around its progress commitments according to the resources made available for this purpose.
