A Resolução de Conflitos propicia criar um ambiente de paz e de segurança, que são factores
de equilíbrio político, de consolidação da democracia e das liberdades fundamentais, de
harmonia, de bem-estar socio-económico inter-estatal e inter-comunitário.
Esta dissertação aborda os esforços empreendidos por Angola, para a busca de Paz e
Segurança na Região dos Grandes Lagos, assumidos como Estratégia, entre 2014 a 2016,
quando presidiu à Conferência Internacional sobre a Região dos Grandes Lagos (CIRGL).
Assim, é problematizada a forma como foi operacionalizada a Estratégia Política deste
Estado, cuja linha de acção previa a “implementação do Pacto sobre a Paz; a Estabilidade e
o Desenvolvimento da RGL, o Acordo Quadro para a Região”, tendo como base os conceitos
de Estratégia, Política, Conflitos e sua Resolução e a análise dos documentos produzidos.
Esta Estratégia levou à desagregação do M23 na RDC, à um Governo de Transição e,
posteriormente, à eleição de um novo, na RCA.
Conflict Resolution gives rise to creation of an environment of peace and security, which are factors of political balance, consolidation of democracy and fundamental freedoms, harmony, inter-state and inter-community socio-economic well-being. This dissertation addresses the efforts undertaken by Angola to seek Peace and Security in the Great Lakes Region, which was launched as a Strategy between 2014 and 2016, when it presided over the International Conference on the Great Lakes Region (ICGLR) Thus, the way in which the Political Strategy of this State was operationalized, whose line of action provided for the "implementation of the Pact on Peace; the Framework Agreement for the Region ", based on the concepts of Strategy, Policy, Conflicts and their Resolution, the contextualization of the origin and types of conflicts that occur there and the analysis of the strategic documents produced for the pursuit of the desiderated of Angola, as Presidentin- Office of the ICGLR. This strategy led to the disintegration of the M23 in the DRC, the initial creation of a Transitional Government and, subsequently, the election of a new one in the CAR, proving to be effective from the point of view of its support pillars and, in an element of affirmation of the power of Angola in the GLR.
