Os novos paradigmas de gestão das políticas públicas tornaram a tomada de
decisão estratégica um dos objetos centrais no estudo da estratégia, enquanto
característica distintiva da gestão estratégica. Por outro lado, ao longo dos últimos anos, tem sido incrementada a investigação das estruturas informais que resultam das relações sociais e de vínculos criados entre indivíduos nas organizações, sendo empiricamente assumido que as redes de relacionamento informais são parte integrante do comportamento organizacional, não obstante o contexto formal e hierarquizado em que
se inserem.
Este estudo tem como objetivo determinar de que modo a tomada de decisão
estratégica é influenciada por ação das redes informais e aborda a relação entre estes dois conceitos no contexto da gestão estratégica da Marinha. A análise foi desenvolvida através de um estudo de natureza qualitativa, utilizando os referenciais teóricos das perspetivas racional, intuitiva e de comportamento político da tomada de decisão estratégica, conjugadas com a composição e categorização das redes informais em contexto organizacional. A pesquisa empírica foi desenvolvida recorrendo a uma amostra de estrategistas qualificados, que correspondem aos principais protagonistas e
responsáveis pelo planeamento e concretização da estratégia da Marinha.
Os resultados fundamentam a evidência de que as redes informais influenciam positivamente os processos de tomada decisão estratégica baseados na racionalidade e na síntese intuitiva, mas influenciam negativamente a decisão estratégica baseada em comportamentos políticos. Ao depreender a perceção dos principais estrategistas da
Marinha sobre como se desenvolve o processo de tomada de decisão estratégica, foi possível determinar o seu papel e qualificar a sua influência no processo de tomada de decisão estratégica da Marinha.
Public Governance and Public Management improvements have made strategic decision-making one of the central objects of strategy investigation, as a distinctive feature of strategic management. Furthermore, in recent years, the investigation of informal structures resulting from social relationships and ties created between people in organizations has increased, being implicit that informal networks are critical for organizations, despite the formal andhierarchical context in which they are embedded. This study aims to determine the extent to which strategic decision making is influenced by the operation of informal networks and addresses the relationship between these two concepts in the context of the Portuguese Navy strategic management framework. We conducted a qualitative analysis based on the background of the rational, intuitive and political behavioural models of strategic decision-making combined with informal network structures in an organizational context. The research was conducted by selecting a qualified sample of strategists responsible for Navy strategy formulation and implementation. The results support evidence that informal networks affect positively the strategic decision-making processes based on rationality and intuitive synthesis, but negatively affect strategic decision making based on political behaviours. By envisioning top Navy strategists' perceptions of how the strategic decision-making process evolves, it was possible to determine the role of the informal network and qualify its influence on the Navy's strategic decision making process
