Abstract(s)
O objectivo do presente trabalho é demonstrar que, no caso dos países pobres altamente
endividados, os mecanismos actualmente à disposição dos países cm desenvolvimento, para
redução da sua dívida externa, são insuficientes, quer em termos de eficáda, quer em termos de
partilha de responsabilidades cm relação à crise da dívida.
Para atingirmos tal objectivo, faremos um estudo sobre a evolução da Crise da dívida, no que diz
respeito à sua estrutura e aos papéis desempenhados pelos diferentes actores no processo de
acumulação de pagamentos cm atraso.
De seguida descreveremos os principais mecanismos que se poderão utilizar para reduzir a dívida
de um país cm desenvolvimento e faremos uma resenha histórica das diferentes estratégias
efectivamente implementadas para atingir aquele objectivo.

Finalmente, estudaremos, com base nos mecanismos descritos nos capítulos anteriores, a estratégia
da dívida de Moçambique, justamente um dos países mais pobres dos que caem na categoria HIPC.
The aim of this document is to demonstrate that, In the case of a highly indebted poor country, the traditional mechanisms by which a developing country can reduce its externai debt, prove to be insuffícient, not only in what concems the proper pursuit of a reduction in the externai debt, but also regarding a fair share of the burdens cause by the debt crisis. We will start our work, studying the evolution of the Debt Crisis, both in what concems its structure and in what concems the different roles of the intervening actors in the process of accumulation of payments' arrears. In the next step we will try to describe the main mechanisms that a developing country could use to reduce its externai debt and we will study the different debt reduction strategies that were effectively put into action in order to achieve that objective. The final part of our work will be a case study of the debt reduction strategy implemented by Mozambique, in fact, one of the poorest countries of those who fit into the HIPC category.
