Este relatório apresenta o culminar do estágio curricular desenvolvido na Câmara Municipal de Lisboa, mais concretamente na Divisão de Relação com o Munícipe e Participação (DRMP).
O foco desta investigação gira em torno do estudo do papel do design de interação na modernização do Estado e dos projectos do Estado. A investigação teve como objeto de estudo o Orçamento Participativo de Lisboa, e como principal tarefa a criação de um protótipo para redesign do site. O principal objetivo seria aumentar os níveis de participação e satisfação de participação no projeto. A hipótese descreve que o objetivo principal pode ser atingido mediante a sugestão de alterações para melhoria do website — com todas as adições de funcionalidades que essa melhoria compreende, as quais se subentendem como tentativas de elevar a participação à inclusão (envolvimento) descrita na literatura de Feldman e Quick (2011). Esta condição prevê que a entidade reguladora do projeto venha a lucrar com a economia de recursos humanos e geográficos. Prevê ainda o aumento do interesse e qualidade deste tipo de projetos participativos.
Este relatório apresenta uma exploração aprofundada da metodologia, dos desafios encontrados e das características do protótipo desenvolvido — bem como consequentes resultados esperados. As conclusões contribuem com conhecimentos sobre o potencial impacto do design de interação na eficácia dos projectos estatais e das iniciativas participativas, especificamente no contexto dos Programas de Orçamento Participativo.
This report presents the culmination of a curricular internship at the Câmara Municipal de Lisboa, specifically within the Divisão de Relação com o Munícipe e Participação (DRMP). The focus of this investigation revolves around the study of the role of interaction design in the modernization of the state and state projects. The study centers on the “Orçamento Participativo de Lisboa” (Lisbon’s Participatory Budget), with a primary task involving the creation of prototype for the website’s redesign. The main objective is to boost participation and satisfaction levels. The hypothesis driving this project posits that achieving the main objective is possible through suggested changes aimed at improving the website. These enhancements encompass additional functionalities, aligning with the attempts to elevate participation to the inclusive level articulated in the literature by Feldman and Quick (2011). This strategic approach anticipates that the regulatory body of the project will benefit from the conservation of human and geographical resources. Furthermore, an anticipated outcome is the heightened interest and improved quality in this form of participatory project. This report provides an in-depth exploration of the methodology, challenges encountered, and the prototye characteristics — with its expected outcomes. The findings contribute valuable insights into the potential impact of interaction design on the efficacy of state projects and participatory initiatives, specifically within the context of Participatory Budget Programs.
