A gestão do ciclo de projeto (GCP), na abordagem de melhoria contínua, enquanto processo cíclico de Planear, Fazer, Verificar e Agir, permite obter e gerar lições que podemos, querendo, incorporar no planeamento e desenho de novos projetos. A União Europeia utiliza esta metodologia para gerir as operações de apoio financeiro aos Estados-Membros, a qual não é estranha ao Plano de Recuperação e Resiliência. As boas práticas internacionais de organizações de referência são a forma fundamentada da sustentabilidade da gestão de projetos (GP), enquanto instrumento que permite a definição de uma lógica de intervenção do Estado. A sua utilização possibilita alcançar objetivos de política, mediante a disponibilização de produtos e serviços, os quais satisfazem necessidades e resolvem problemas reais, ou seja, é o instrumento que possibilita a concretização das medidas das políticas financeira e fiscal, mediante a aplicação de processos, métodos, aptidões, conhecimentos e experiência para atingir objetivos específicos, de acordo com os critérios de aceitação do projeto, e em conformidade com parâmetros acordados, obedecendo a resultados que são limitados por um prazo e um orçamento limitado. As políticas públicas de despesas e receitas, como redistributivas de rendimentos, na centralidade tecnológica dos processos e as operações de apoio financeiro aos Estados-Membros, em particular, possibilitam a visualização da instrumentalização de um conjunto de processos de gestão que devem ser executados para que o projeto atinja a sua finalidade de submissão da política à “boa sociedade”. A Unidade Técnica de Acompanhamento de Projetos (UTAP) em Portugal efetua o acompanhamento dos projetos públicos mais significativos, no que atende à questão económico-financeira, atribuindo significância valorativa à gestão pública, permitindo, pois, a instrumentalização da gestão de projetos na política financeira e fiscal. As despesas e as receitas dos cidadãos têm um escrutínio técnico de fundamentação da decisão política dos governantes. A tecnocracia de especialização dá substância à formalidade do processo decisório político da atualidade.
Project cycle management (GCP) in the continuous improvement approach, as a cyclical process of Plan, Do, Check and Act, allows us to obtain and generate lessons that we can, if we want, incorporate into the planning and design of new projects. The European Union uses this methodology to manage financial support operations for Member States, which is not foreign to the Recovery and resilience Plan. International good practices from reference organizations are the grounded form of project management (PM) sustainability, as an instrument that allows the definition of a logic of State intervention. Its use makes it possible to achieve policy objectives, through the provision of products and services, which satisfy needs and solve real problems, that is, it is the instrument that makes it possible to implement financial and fiscal policy measures, through the application of processes, methods, skills, knowledge and experience to achieve specific objectives, in a accordance with project acceptance criteria, and in accordance with agreed parameters, complying with results that are limited by limited deadline and budget. Public expenditure and revenue policies, such as income redistribution, in the technological centrality of processes and financial support operations for Member States, in particular, make it possible to visualize the instrumentalization of a set of management process that must be carried out so that the project achieves its purpose of submitting politics to the “good society”. The Technical Project Monitoring Unit (UTAP) in Portugal monitors the most significant public projects, in terms of economic-financial issues, attributing value significance to public management, therefore allowing the instrumentalization of project management in financial policy and tax. Citizens' expenses and income receive technical scrutiny to support the political decision of those in power. The technocracy of specialization gives substance to the formality of today's political decision-making process.
