Abstract(s)
As medidas de acompanhamento são uma das inovações no modelo de ajuda alimentar
preconizado pelo Programa Operacional de Apoio às Pessoas Mais Carenciadas (POAPMC),
operacionalizado desde 2017, visando a inclusão social das pessoas apoiadas. A presente
dissertação realizada no âmbito do Mestrado em Politica Social, delineada a partir da
identificação de uma lacuna no conhecimento sobre a implementação e o efetivo contributo
destas medidas em Portugal para a promoção da inclusão social, teve como objetivo
principal conhecer estas medidas de acompanhamento realizadas no âmbito do POAPMC,
como atividades que visam promover a inclusão social dos seus destinatários, nos territórios
de Sines e Setúbal, selecionados por conveniência. Ao nível teórico, conceptual e normativo,
foi elaborada uma revisão de literatura, onde se esclarecem alguns dos principais conceitos
mobilizados e perspetivas teóricas associadas e se apresenta de forma detalhada o POAPMC,
no contexto das políticas de alimentação e nutrição em Portugal. O estudo empírico é
exploratório e de casos, ancorado na análise documental de documentos internos e oficiais
produzidos no âmbito do POAPMC, na realização de entrevistas semiestruturadas a
responsáveis técnicas das duas instituições selecionadas e a destinatários finais apoiados por
estas, assim como de focus groups realizados com as responsáveis técnicas das entidades
mediadoras nos respetivos territórios. Os resultados sugerem que as medidas de
acompanhamento promovem aprendizagens, mudança de práticas alimentares e
contribuem para a inclusão social, mas a sua eficácia é diferenciada entre os diversos perfis
de destinatários. Na perspetiva das técnicas entrevistadas, a falta de recursos humanos
condiciona a dinamização das ações e a falta de alguns alimentos do cabaz impossibilita a
alimentação adequada dos destinatários finais do programa. Globalmente, os resultados
sugerem a necessidade de repensar alguns aspetos do atual modelo de programa de apoio alimentar.
The follow-up measures are one of the innovations in the food aid model advocated by the Operational Support Program for the Most Deprived People (POAPMC), operational since 2017, aiming at the social inclusion of the people supported. The main objective of this dissertation carried out under the Master's in Social Policy, based on the identification of a gap in knowledge about the implementation and effective contribution of these measures in Portugal for the promotion of social inclusion, was to know these monitoring measures carried out within the scope of POAPMC, as activities aimed at promoting the social inclusion of its recipients, in the territories of Sines and Setúbal, selected for convenience. At the theoretical, conceptual and normative level, a literature review was prepared, which clarifies some of the main concepts mobilized and associated theoretical perspectives and presents the POAPMC in detail, in the context of food and nutrition policies in Portugal. The empirical study is exploratory and case study, anchored in the documental analysis of internal and official documents produced within the scope of the POAPMC, in the carrying out of semi structured interviews with technical heads of the two selected institutions and the final recipients supported by them, as well as focus groups carried out with the technical heads of the mediating entities in the respective territories. The results suggest that the accompanying measures promote learning, change in dietary practices and contribute to social inclusion, but their effectiveness differs between different profiles of recipients. From the perspective of the interviewed technicians, the lack of human resources conditions the dynamization of actions and the lack of some foods in the basket makes it impossible to adequately feed the program's final recipients. Overall, the results suggest the need to rethink some aspects of the current food support program model.
