Abstract(s)
A presente dissertação pretendeu analisar o investimento directo estrangeiro numa fase
importante da história da Europa: o alargamento da União. Para tal, centrei a análise
atenta e crítica na Hungria, pelos fluxos extraordinários de investimento directo
estrangeiro captados desde o início do seu período de transição, tentando,
concretamente, identificar as suas motivações e determinantes e os factores que
contribuíram para tal atracção de investimento.
A escolha primordial da Hungria baseia-se no facto de este país se ter vindo a revelar,
no contexto do investimento directo estrangeiro, um case-study de notável interesse.
Abordou-se o papel fundamental do IDE na performance evolutiva das exportações
húngaras para a União Europeia - com especial destaque para a Alemanha, e os seus
padrões de especialização, recorrendo, para tal, à aplicação da teoria das vantagens
comparativas de Hecksher-Ohlin, de forma a concluir sobre a influência das
intensidades factoriais nas mesmas.
Sendo este país um exemplo de sucesso enquanto receptor de investimento, procurou-se
ainda lançar, no quadro do IDE, o desafio de estabelecer paralelismos e termos de
comparação com a realidade portuguesa em idêntico período de pré-adesão, recorrendo
à caracterização do padrão geral dos fluxos de IDE dos dois países.
Deste estudo conclui-se sobre a importância da consideração do aspecto das
intensidades factoriais na explicação das exportações (e respectiva estrutura) e do IDE
húngaro, e que a abordagem da localização deste fenómeno deve ser reforçada com
recurso a factores de proximidade e orientação geográfica.
The present paper aims to analyse foreign direct investment in a particular important phase of Europeus history: the enlargement of the Union. For that purpose, I have focused my analysis on Hungary, due to the extraordinary inflows of foreign direct investment which were received since the beginning of its transition period, and trying concretely to identify the motivations and determinants and the factors which have contributed to such investment attractiveness. The main reason to choose Hungary is based on the fact that this country has been, in the context of foreign direct investment, a remarkable and interesting case-study. The approach was on the main role of FDI in the evolution performance of Hungarian exports to the European Union - in particular to Germany, and its pattems of specialization, by using the Hechsher-Ohlin model of comparativo advantages, in order to conclude on the influence of factor intensities in those. Being this country an example of success in terms of inward investment, the challenge was also to identify parallelisms and terms of comparison as regards the Portuguese reality in a similar pre-accession period, via the characterization of the global pattem of FDI inflows in both countries. This study therefore concludes about the importance of considering the aspect of factor intensities in exports (and its structure) and in FDI in Hungary, and as well as that the approach about localisation of this phenomena must be reinforced by using the proximity factor and the geographical orientation.
