A presente tese aborda a resposta do Estado português ao terrorismo moderno e contemporâneo, incidindo especificamente na forma como acontecimentos nacionais e internacionais influenciaram as decisões políticas, adotadas pela via legislativa, relativas ao modelo de luta contra o terrorismo em Portugal (1974-2011), assumindo a natureza de estudo longitudinal. O tempo da investigação foi dividido em cortes determinados por acontecimentos relevantes, as palavras-chave que constituem a unidade de análise foram previamente definidas e aplicadas na pesquisa e na validação das decisões legislativas com interesse empírico, registadas de acordo com as seguintes categorias: validade para a investigação; semântica; temática; relação influência acontecimento/decisão; pilares da estratégia de luta contra o terrorismo da União Europeia. Os resultados do estudo empírico e a análise histórica, alargada a todo o período da República (1910-2011) e aos programas dos governos, permitiram descrever e comparar a configuração do modelo de luta contra o terrorismo em Portugal e as suas características dominantes. As técnicas de investigação privilegiadas foram a análise de conteúdo, com recurso ao software MAXQDA, e a análise histórica, e os métodos foram a entrevista e a análise histórica, obtida em fontes documentais.
The present thesis approaches the Portuguese State reply to the modern and contemporary terrorism, focusing specifically in the form as how the national and international events influenced the political decisions, adopted by law, concerning the fight against terrorism model in Portugal (1974-2011), assuming the form of a longitudinal study. The investigation time was partitioned in cuts, determined by relevant events, the keywords that constitute the analytical unity were previously defined and applied to the research and into the validation of the legislative decisions with empirical interest, registered in accordance to the following categories: investigation validity; semantics; thematic; relation influence event/decision; European Union strategy pillars to the fight against the terrorism. The results of the empirical study and the historical analysis, widened to the whole period of the Republic (1910-2011) and to the government programmes, allowed to describe and compare the fight against terrorism model format in Portugal and its dominant characteristics. The privileged research techniques were the content analysis, resourcing the MAXQDA software and the historical analysis, and the methods were the interview and the historical analysis, obtained from documentary sources.
