Nos últimos anos, assistimos a uma crise da democracia, sobretudo, uma crise da democracia liberal dos países do Ocidente. A ascensão de partidos de extrema-direita e de figuras populistas tem acompanhado esta crise da democracia. A participação política tem-se apresentado como um dos fatores principais para explicar esta crise, com um enfoque nos jovens pelas suas altas taxas de abstenção eleitoral e pelo seu distanciamento cada vez maior da política e das instituições democráticas. Em Portugal, surgiram vários estudos centrados em compreender a fraca participação política dos jovens, especialmente, a nível eleitoral e partidário. Este estudo pretende ser mais um, mas focando a sua análise na relação entre o ensino da disciplina de Cidadania e Desenvolvimento (CD) e o seu impacto na participação política dos jovens. Refletindo sobre a educação nas suas dimensões política e social, é de evidenciar o papel da educação para a cidadania como mecanismo para a sensibilização política dos jovens.
Optamos por um estudo de caso aplicando um inquérito por questionário a 65 alunos da Escola Secundária Fernão Mendes Pinto (Almada) para perceber esta ligação entre a educação para a cidadania e a participação política dos jovens em Portugal. Procurou-se fazer uma comparação entre turmas com programas diferentes quanto à disciplina de CD, uma com programa sobre Política e Instituições Democráticas, as outras sem essa especificidade. Complementarmente, realizámos 3 entrevistas aos docentes das referidas turmas para aprofundar os resultados do inquérito por questionário. Verificámos que os alunos com um programa com o tema da Política e Instituições Democráticas acabavam por estar mais despertos para a necessidade de participar ativamente na política. Tratando-se de uma amostra que entendemos “limitada” deixa, no entanto, uma pista para se aprofundar a necessidade de uma adequada educação e formação política dos jovens.
In recent years, we have witnessed a crisis in democracy, particularly a crisis in the liberal democracies of Western countries. The rise of far-right parties and populist figures has accompanied this crisis of democracy. Political participation has emerged as one of the key factors explaining this crisis, with a focus on the youth due to their high rates of electoral abstention and their increasing distance from politics and democratic institutions. In Portugal, several studies have emerged, focusing on understanding the low political participation of the young people, especially in electoral and party-related contexts. This study aims to be another contribution, focusing its analysis on the relationship between the teaching of Citizenship and Development (CD) and its impact on the political participation of young people. Reflecting on education in its political and social dimensions, it is noteworthy to highlight the role of citizenship education as a mechanism for the political awareness of young individuals. We opted for a case study, applying a questionnaire survey to 65 students from Fernão Mendes Pinto High School (Almada) to understand this connection between citizenship education and the political participation of young people in Portugal. We sought to draw a comparison between classes with different CD programs, one with a program on Politics and Democratic Institutions, and others without this specificity. Additionally, we conducted three interviews with the teachers of these classes to deepen the results of the questionnaire survey. We found that students with a program focusing on Politics and Democratic Institutions tended to be awaken for the need to participate actively in politics. Although our sample is considered “limited”, it provides a clue to further explore the necessity of appropriate education and political training for young people.
