Díli, Timor-Leste, passa por um processo de descaracterização, da grande à pequena escala, refletindo-se na ocupação do território e na habitação timorense.
O nascer de bairros informais em zonas de risco de inundação, por exemplo, com os seus habitantes a viver em casas com condições precárias, gera problemas significativos a nível da saúde e da segurança dessa comunidade, principalmente na época da chuva. O intenso movimento migratório rural-urbano surge como consequência de uma falta de diversificação económica, que se reflete na falta de oportunidades de emprego.
O projeto explora duas ferramentas como resposta a esta realidade. A primeira, para solucionar as problemáticas urbanas, desenha um polo urbano nas bacias hidrográficas de Tibar e Ulmera; a segunda desenvolve em Tibar um projeto de habitação incremental e flexivel.
Adequados ao contexto sociocultural timorense, o projeto urbano e o arquitetónico respondem não apenas às necessidades atuais da comunidade local como da capital, como também às questões das alterações climáticas e da necessidade de Timor-Leste de diversificar a sua economia.
A pesquisa destes temas foi elaborada através de referências bibliográficas, de trabalho de campo e de entrevistas conduzidas com a comunidade local, empresários e técnicos dos serviços centrais e do Porto de Tibar.
Dili, Timor-Leste, is going through a process of decharacterization, from large to small scale, reflected in the occupation of the territory and in Timorese housing. The emergence of informal neighborhoods in flood risk areas, for example, with their inhabitants living in precarious housing conditions, generates significant health and safety problems for the community, mainly during the rainy season. The intense rural-urban migratory movement arises as a consequence of a lack of economic diversification, which is reflected in the lack of employment opportunities. The project explores two tools as a response to this reality. The first, to solve urban problems, designs an urban pole in the watersheds of Tibar and Ulmera; the second develops in Tibar an incremental and flexible housing project. Appropriate to the Timorese socio-cultural context, the urban and architectural design responds not only to the current needs of the local community and the capital, but also to the issues of climate change and the need for Timor-Leste to diversify its economy. Research on these issues was elaborated through bibliographical references, fieldwork and interviews conducted with the local community, businesspeople and technicians from the central services and the Port of Tibar.
