Esta dissertação explora as implicações geopolíticas dos investimentos chineses em infraestruturas críticas em Portugal e na Hungria no âmbito da Iniciativa “Belt and Road”. Centrando-se em setores como a energia, as telecomunicações e os transportes, a investigação procura compreender as motivações que levam os investimentos chineses nestas áreas estratégicas. Utilizando uma abordagem de estudo de caso, a investigação analisa a forma como a China aproveita estes investimentos como parte da sua estratégia geoeconómica para expandir a sua influência na Europa. O estudo destaca os contextos locais e regionais que tornam Portugal e a Hungria alvos atraentes para o investimento, à luz das suas localizações geoestratégicas, vulnerabilidades financeiras e relações políticas com a China e a UE. Aborda também os riscos que um maior envolvimento chinês em setores críticos representa, particularmente em termos de soberania e influência externa sobre ativos de infraestruturas críticas. A dissertação examina a forma como estes investimentos refletem dinâmicas geopolíticas mais amplas, particularmente no contexto da ascensão global da China e da sua rivalidade com outras grandes potências. As instituições europeias são cada vez mais cautelosas quanto às implicações a longo prazo dos investimentos chineses, equilibrando os benefícios económicos com as preocupações de segurança. O estudo visa contribuir para o discurso académico sobre o papel crescente da China na geopolítica global, oferecendo uma visão dos desafios e oportunidades colocados pelos seus investimentos estratégicos nas infraestruturas críticas europeias. Sublinha a necessidade de uma compreensão diferenciada dos riscos geopolíticos associados a estes investimentos, nomeadamente para manter a segurança nacional e regional.
This dissertation explores the geopolitical implications of Chinese investments in critical infrastructure in Portugal and Hungary under the Belt and Road Initiative. Focusing on sectors such as energy, telecommunications, and transportation, the research seeks to understand the motivations driving China’s investments in these strategic areas.
