O presente relatório avalia a perigosidade e a exposição às ondas de calor no
município da Amadora, com foco na distribuição espacial e nos fatores condicionantes
que contribuem para a sua intensidade. O estudo identifica as áreas mais suscetíveis
aos efeitos das ondas de calor, utilizando dados socioeconómicos e demográficos, e
analisa a distribuição e intensidade das ondas de calor no período de 1971 a 2015, com
ênfase nos impactes negativos.
Os principais objetivos deste trabalho passam por compreender o padrão
(frequência e intensidade) de ocorrência de ondas de calor e como diferentes freguesias
e grupos populacionais são afetados, fornecendo informações críticas para o
planeamento urbano e a elaboração de políticas públicas eficazes, visando mitigar os
impactes, especialmente nas populações mais vulneráveis.
No período analisado, os dados climáticos mostram um aumento significativo na
frequência e intensidade das ondas de calor, especialmente em maio e setembro,
destacando a necessidade urgente de políticas públicas para enfrentar o calor extremo,
particularmente em áreas com menor capacidade de adaptação.
A presença de espaços verdes é essencial para minimizar esses impactos. A
vulnerabilidade social é um fator crucial na análise desses impactos, com zonas urbanas
densamente povoadas e com pouca vegetação apresentando maior vulnerabilidade.
Assim, áreas verdes desempenham um papel importante na mitigação dos efeitos do
calor extremo.
Para enfrentar essa vulnerabilidade territorial às ondas de calor, é essencial
melhorar as condições habitacionais, expandir os espaços verdes e desenvolver
sistemas de alerta precoce. Programas de sensibilização são fundamentais para educar
a população sobre riscos climáticos e promover ambientes resilientes. A Proteção Civil
deve adotar medidas preventivas e reativas, como monitorar previsões meteorológicas,
emitir alertas antecipados, divulgar informações sobre os riscos do calor, preparar os
serviços de emergência e monitorar grupos de risco com planos de contingência,
visando proteger a população e minimizar os efeitos adversos.
The present report assesses the hazard and exposure to heatwaves in the municipality of Amadora, focusing on the spatial distribution and conditioning factors that contribute to their intensity. The study identifies the areas most susceptible to the effects of heatwaves, using socioeconomic and demographic data, and analyses the distribution and intensity of heatwaves from 1971 to 2015, with an emphasis on negative impacts. The main objectives of this work are to understand the pattern (frequency and intensity) of heatwave occurrences and how different parishes and population groups are affected, providing critical information for urban planning and the development of effective public policies to mitigate the impacts, especially on the most vulnerable populations. During the analysed period, climatic data show a significant increase in the frequency and intensity of heatwaves, particularly in May and September, highlighting the urgent need for public policies to address extreme heat, especially in areas with lower adaptive capacity. The presence of green spaces is essential to minimize these impacts. Social vulnerability is a crucial factor in analysing these impacts, with densely populated urban areas and little vegetation showing greater vulnerability. Thus, green areas play an important role in mitigating the effects of extreme heat. To address this territorial vulnerability to heatwaves, it is essential to improve housing conditions, expand green spaces, and develop early warning systems. Awareness programs are fundamental to educate the population about climate risks and promote resilient environments. Civil Protection must adopt preventive and reactive measures, such as monitoring weather forecasts, issuing early warnings, disseminating information on heat risks, preparing emergency services, and monitoring risk groups with contingency plans to protect the population and minimize adverse effects.
