O projecto parte de uma leitura das formas de ocupação avieira do Estuário do Tejo e centra-se na Cova do Vapor para imaginar o seu futuro face a uma plausível evolução da linha de costa que isola este núcleo costeiro numa ilha. Reflecte-se desde a escala territorial até à construção do lugar urbano com um projecto integrado, desde o desenho da cidade ao detalhe urbano e arquitectónico.
A proposta preserva o núcleo do lugar, construindo uma muralha de protecção em relação ao mar que reinventa relações entre o núcleo urbano, o rio e o mar. As infraestruturas de protecção são desenhadas como interfaces entre a terra e o mar, espaços de passeio e fruição pública que acolhem os cais, a estação fluvial, porto de pesca e o mercado. A torre é concebida como um ponto de referência à navegação e de observação do Tejo e da costa a partir da ilha. Os espaços resultantes da reconfiguração da linha de costa e da definição do limite da ilha são utilizados para desenhar a continuidade do tecido edificado com base em protótipos habitacionais que reinventam as habitações-barco avieiras e o espaço público é desenhado e detalhado com base na memória do lugar.
The project sets out from a study of the forms of avieira occupation along the Tagus Estuary and focuses on Cova do Vapor to imagine its future in the perspective of a plausible evolution of the coastline that isolates this coastal nucleus into an island. It is reflected from the territorial scale to the construction of the urban place with an integrated project, from the city design to the urban and architectural detail. The proposal preserves the core of the place, building a protective sea wall that reinvents relationships between the urban core, the river and the sea. The protective infrastructures are designed as interfaces between land and sea, spaces for walking and public enjoyment that house the piers, the river station, fishing port, and the market. The tower is designed as a reference point for navigation and for observing the Tagus and the coast from the island. The spaces resulting from the reconfiguration of the coastline and the definition of the island’s limits are used to design the continuity of the edified fabric based on housing prototypes that reinvent the avieiras boat-houses, and the public space is drawn and detailed based on the memory of the place.
