A cidade de Santarém é caraterizada pela sua topografia acentuada, dividindo-se entre a cidade altaneira e a margem do rio Tejo. O centro histórico desenvolve-se no planalto (cota 100), onde acontecem as mais relevantes atividades económicas. Na margem do rio Tejo estão localizadas as comunidades ribeirinhas – Alfange e Santa Iria da Ribeira de Santarém -, que se constituem maioritariamente por tecido edificado habitacional. A questão topográfica apresenta-se como uma caraterística que condiciona o desenvolvimento urbano e social nesta cota ribeirinha (cota 15). A degradação do edificado e do espaço urbano é um sinal claro desta condição de segregação urbana. Portanto, revela-se urgente uma intervenção a estes níveis, por forma a promover a qualificação e integração sócio-urbana.
A estratégia de regeneração urbana que se propõe assenta na qualificação e integração territorial, que tem por base três eixos de ação, sendo eles (i) a conexão entre as duas cotas da cidade, (ii) a qualificação do espaço público e (iii) a promoção de habitação acessível. De maneira a promover a regeneração urbana das comunidades ribeirinhas quer-se com estas ações reaproximar fisicamente a cota baixa à cota alta e induzir novas dinâmicas territoriais, a partir da qualificação genérica do espaço urbano e da miscigenação social com a introdução de novos habitantes no tecido populacional.
The city of Santarém is characterized by its accentuated topography, divided between the towering city and the banks of the Tagus River. The historic center is located on the plateau (elevation 100), where the most relevant economic activities take place. On the bank of the river Tagus are located the riverside communities - Alfange and Santa Iria da Ribeira de Santarém -, which are mostly made up of residential buildings. The topographical issue presents itself as a characteristic that conditions the urban and social development in this riverside quota (elevation 15). The degradation of buildings and urban space is a clear sign of this condition of urban segregation. Therefore, an intervention at these levels is urgent, in order to promote qualification and socio-urban integration. The proposed urban regeneration strategy is based on qualification and territorial integration, which is based on three axes of action, which are (i) the connection between the two levels of the city, (ii) the qualification of public space and (iii) promoting affordable housing. In order to promote the urban regeneration of riverside communities, these actions are intended to physically bring the low to the high elevations closer together and to induce new territorial dynamics, based on the generic qualification of the urban space and social miscegenation with the introduction of new inhabitants into the fabric populational.
